Position Summary
The Administrator is responsible for overseeing the operations of Huronlea and Highland Apartments in Brussels, Ontario. The Administrator works in cooperation with the Director of the Homes for the Aged and the Homes leadership team. This position acts as the Administrator of Huronlea Home as legislated under the Fixing Long-Term Care and Regulations. The Administrator shall work with and lead staff to foster a safe workplace through cooperation, teamwork and effective communication.

Role and Responsibilities:
Leadership
- Provided direction, guidance and advice to Huronlea leadership team.
- Supports the leadership team with their knowledge and ability to operate the home in compliance with the Ministry of Long-term Care, Public Health, Ministry of Labour while aligning with the expectations set out by the collective agreements and the strategic plan set for by County council.
- Leadership of the Huronlea Homes employees, including management of payroll, Collective Agreements, grievances, schedule development and Staff Planning, Performance Management, Discipline, Attendance Program and Conflict Resolution, Recruitment, Orientation and Training.
- Ensures the provision of quality resident care and maintains a safe home for the residents while meeting their physical, psychological and social needs.
- Health & Safety and Work Incident oversight and responsibility.
- Displays collaborative leadership and departmental goal setting, participates in Associations and area Long Term Care groups as a representative of Huronlea and Huron County
- Communicates with Leadership Team and County Council, the operations, risk management and strategic plans for Huronlea as required.
- Works cooperatively with corporate departments of the County.
- Direct reports for Huronlea Administrator include the Huronlea Director of Care, Nutrition Care Manager and Registered Social Worker.
- Represents Huronlea in the management of emergency situations
- Acts as backup for the Huronview Administrator in their absence.
- Releases all Huronlea’s payments including wages.
- Interpret financial statements and respond to queries from the Director, Treasury and Council on the same.
- Participate in Manager on-call rotation
- Promotes the values of the Homes among departments to create a workplace that is consistent with the overall vision and mission of the County.
- Cultivate a resident-focused philosophy and mission to guide program delivery in accordance with the FLTCA and applicable legislation.
- Strategic planning and departmental goal setting in accordance with the Homes vision, mission and values
- Supports the creation of policies and procedures to enable and encourage the optimum performance of staff and other resources to meet Ministry Compliance and resident care needs.
- Consult with the Human Resources department on employee performance issues, up to and including discipline or dismissal, if required.
- Create and manage departmental succession plans in consultation with the Director of the Homes for the Aged and the Talent Acquisition Specialist.
- Oversight of the Accreditation Program for the Homes in collaboration with the Huronview Administrator
- Act on behalf of the County as landlord for the tenants of Highland Apartments
- Other duties as assigned.
Operations and Budgets
- Responsible for the development and administration of the Home budget as set by Council, and oversees purchasing including procurement, RFPs, and tendering.
- Coordinates and communicates the monthly Council report to which may include but is not limited to: the Homes operations, risk management/ quality improvement plan and strategic plans for Huronview and Huronlea.
- Respond to areas of non-compliance, critical incidents and resident/ family complaints to the Ministry.
- Ensures compliance with the Home to the FLTC Act and Regulations and all other required legislation.
- Works with the continuous quality improvement lead for the Homes on all aspects of the Quality Improvement Plan and the Homes Risk Management Plan.
- Displays collaborative management team leadership and departmental goal setting and participates in associations and area long-term care tables.
- Assess the relevancy of funding opportunities available to the homes with the Homes director and Leadership Team and support the implementation of the funding requirements that will positively impact the resident’s quality of life.
- Understanding of the Long-Term Care home level-of-care per diem funding
- Connects with other health professionals and community services to maintain awareness of community affairs and services.
- Promotes a positive and professional image of the facility and the corporation.
Labour Relations and Safety
- Maintain healthy employee and labour relations with all employees and the current unions.
- Ensures the provision of quality resident care and maintains a safe home for the residents while meeting their physical, psychological and social needs.
- Health & Safety and worker incident oversight and responsibility.
- Represents Huronlea in the management of emergency situations.
- Other duties as assigned.
Qualifications and Education Requirements
- 3-year post-secondary degree or a 2-year diploma in health or social services
- Successfully completed or is enrolled in a program in long-term care home administration that is a minimum of 100 hours in the duration of instruction time.
- 3 years of working experience in a managerial or supervisory capacity in the health or social services sector or in another capacity if meet all the following conditions, preferably in a Long-Term Care facility.
- Continuous education is expected and encouraged in this role.
Preferred Skills
- Developing and successfully implementing operational business plans.
- Demonstrates leadership to senior managers, residents and staff.
- Excellent communication and team-building skills
- Excellent working knowledge of the FLTCA, 2021 and the regulations governing the LTC and other pertinent legislated requirements regulating the operations of an LTC facility.
- Exceptional change management skills
- Forecast and manage issues that may have a significant impact on the budget and/or operation of the Home and inform the Director.
- Effective management skills working in a unionized environment.

- $64.69 – $75.97 per hour; as per the 2023 non-union pay grid
