Job Description
The role of Director, People is an exciting and unique career opportunity for an experienced Human Resources professional. Reporting to the Vice-President, People & Experience, the successful candidate for this key leadership role will lead a team of professional staff responsible for all aspects in supporting and advancing CAMH’s values-based culture by ensuring that people management practices are aligned with the purpose and values of the organization. The Director supports program leaders and staff in managing people services and consulting to external customers within CAMH. This is an integral role in the organization as people are our most valuable asset in maintaining CAMH’s leadership role in mental health and addictions. This role works collaboratively across the organization to help create an environment that focuses on individual and team health, allowing one to bring their best self to work which is of paramount importance to CAMH. The accountabilities for this role include providing strategic and operational leadership to the organization in all matters relating to people. You will assist the Vice-President, People and Experience implement people initiatives that are aligned with CAMH’s strategic plan. The Director, People will implement strategies, plans, policies, procedures and programs related to labour relations, total rewards and HRIS/people analytics, performance management systems, recruitment, Employment Works, diversity, equity and inclusion, talent management and employee relations. This role will also be a key role in the development and implementation of a new HRIS system. The role works closely and in collaboration with the Director, Experience and Organizational Development and with the Health & Safety function at CAMH.
Areas of Key Accountabilities:
Leadership
- Provide leadership that focuses on implementation of the people components of our strategic plan.
- Recommend, develop and implement a strategic people plan for CAMH which aligns with the organization’s objectives and integrates with key partners in conjunction with the P&E leadership team.
- In consultation and collaboration with the Director, Employee Experience and Organizational Development, monitor the exercise of managerial accountabilities and leadership across CAMH, provide assessments and recommend developmental activities to improve overall leadership and management and within the programs.
- Work collaboratively with management on the development and implementation of the CAMH labour strategy, and the collective bargaining process, and oversee the management of the grievance and arbitration process.
- Foster a healthy work place by embracing diversity, encouraging teamwork, complying with health and safety regulations and elimination of harassment and discrimination.
- Build and maintain a working relationship with union leadership.
- Provide advice and guidance to senior leaders and oversee the consistent delivery of effective people advice, guidance and services across CAMH and foster a culture of innovation and inclusivity across the organization.
- Maintain linkages with counterparts across the healthcare, academic and other sectors to stay abreast of best practices in people management and monitor and analyze related legislative, demographic, social and workforce trends and emerging issues, and provide input to the Vice-President, People and Experience.
- Support and foster a workplace that embraces diversity and employment equity, encourages team work and complies with all applicable regulatory and legislative requirements.
Performance Measurement
- Monitor performance of people programs, evaluate the outcomes and impacts, and recommend improvements and strategies to achieve the success of people programs.
- Report regularly on the effectiveness of people program activities, including regulatory reporting.
- Define and report benchmarks and standards among peer organizations.
- Promote compliance with relevant legislation and regulations governing ethics, quality and safety.
- Ensure achievement of operating plans, and budgets.
- Accountable for the output of staff through the setting of context and performance targets.
- Implement business control systems and processes to achieve people targets, performance measures, policies, reporting requirements, and procedures.
Total Rewards
- Develop and implement sustainable total rewards practices, policies and structures, including job evaluation systems, salary structures and pay practices for union and non-union groups, and innovative rewards to enhance retention and recruitment.
- Drive design, execution and implementation of new HRIS system and HRIS systems strategy.
- Oversee the design, implementation, maintenance and integrity of HRIS data, developing consistent data management processes
- Develop, implement and monitor compensation strategy that attracts, retains and rewards our staff and that aligns with our people strategy.
- Ensure consistent compensation practices across the organization and best practices and legislative requirements are followed.
Staff Recruitment & Retention
- Lead the recruitment and retention of top talent from academia, healthcare, and the private sector.
- Ensure that recruitment activities generate high quality candidates.
- Foster innovation in CAMH team members to continually enhance recruitment and retention, and apply a continuous improvement mindset.
- Mentor and counsel team members.
- In collaboration with other stakeholders and departmental leadership, ensure the development and achievement of recruitment plans.
Qualifications
This is a strategic and proactive leadership role that requires:
- 5-10 years of relevant demonstrated leadership experience in building and managing a people function
- 2-5 years’ experience in progressive total rewards roles, including benefit and pension administration
- Strategic thinker with exceptional judgement and conceptual and analytical skills and possess the ability to work in a dynamic work environment
- Data driven leader with experience with data analytics and HRIS systems; implementation of new HRIS systems an asset.
- Courageous leader who can consistently engage, guide and motivate a multidisciplinary team in times of opportunity and ambiguous situations.
- Leads with an approach of equity, inclusion and diversity, with understanding of principles, practices and their impact, demonstrated by the ability to work effectively in a wide range of settings with individuals from diverse backgrounds.
- Degree from a recognized university or post-secondary institution; a master’s degree would be an asset, or a combination of related experience
- Demonstrated record of accomplishment for excellence in execution; you can lead with vision, set ambitious goals, as well as innovate, improve and promote accountability and excellence.
- Extensive experience with managing benefits plans, and single and multi-employer defined benefit pension plans, including pension legislation, governance and employer administration & reporting responsibilities.
- Experience in a health care environment is preferred
- Demonstrated understanding of people management and labour relations as it relates to the healthcare sector and a unionized environment
- Proven administrative and budgetary leadership
- Excellent organizational, collaboration and communication skills – written and oral presentation
- Highly effective interpersonal abilities
- Advanced strategic and creative problem-solving skills and ability to function as a self-starter
- Leads competencies include strategic and creative thinking, leads self, engages others, achieves results, develops partnerships and system transformation
- Bilingualism (English/French) or proficiency in a second language is considered an asset
