Providence Health Care is seeking an Executive Director, People to lead the organization’s HR strategy, programs and initiatives.
Reporting to the Chief People, Nursing and Health Professionals, the Executive Director, People will have oversight for all areas under the People portfolio, including: Labour Relations, Talent Recruitment, Compensation/Classification, Occupational Health and Safety, HR Data Analytics and Staff Scheduling. The Executive Director, People has a team of experienced professionals leading these areas and are looking for someone to bring strategic thinking to inspire and champion health human resource initiatives, prioritize effectively, and lead with a high degree of personal ethics and integrity.
The ideal candidate is a seasoned HR professional with experience in a large, unionized environments where they have elevated the People strategy, shaped culture, created key performance metrics, and delivered change. The preferred candidate will be able to build trust and foster a resilient organization and able to apply Equity, Diversity and Inclusivity lens’ to the work carried out by the department.
In collaboration with other leaders across the organization and within the portfolio, the director builds workforce engagement and commitment to PHC’s Mission, Vision and Values. The successful candidate will contribute to the negotiation of service agreements and vendor contracts for services, and ensure the enforcement and maintenance of all related contractual and legislative obligations and reporting requirements. The Executive Director also represents the Chief provincially and nationally when delegated to do so.
The Executive Director also oversees the provision of staff scheduling services for the organization ensuring the effective integration and delivery of the service across the organization. Key relationships are with PHC’s Senior Leadership Team, Corporate and Operational Leaders, HEABC, BCCSS, health authorities, trade unions, and government agencies.
Qualifications / Skills and Education:
Education
A level of education, training and experience equivalent to a Master’s Degree in human resources, business administration, health care administration or related discipline, plus a minimum fifteen (15) years of progressively senior human resource experience in a large, complex unionized environment.
Skills and Abilities
Comprehensive knowledge of relevant employment and labour relations acts and regulations, as well as current collective bargaining and collective agreements.
Comprehensive knowledge of human resources management principles and best practices, including talent recruitment, labour relations and compensation/classification.
Knowledge of current health care issues and trends.
Knowledge of staff scheduling and timekeeping practices/systems and related contractual obligations.
Ability to develop and execute strategic plans.

Duties and Responsibilities:
Works collaboratively with the Senior Leadership Team (SLT) and senior PHC leadership (especially Portfolio Directors) to conceptualize, provide and update a PHC people strategy. This includes a framework for the design, delivery and monitoring of PHC’s People department to meet organizational objectives and achieve strategy within a changing environment.
In collaboration with leaders and customers throughout the organization, identifies short and long term operational and service delivery needs, reviews work processes, and identifies problems and inefficiencies.
Invites dialogue and incorporates contributions from employees, physicians and other stakeholders and considers best practice research, data analytics and PHC’s external environments in the strategic decision-making processes for the portfolio.
Builds and integrates these people strategies and workforce management plans to support and facilitate organizational objectives and to effect the necessary changes to the organizational structure and redesign of various work processes to improve and enhance service delivery.
Provides leadership and support to the Vice President, and all members of the leadership team at Providence Health Care. Develops concepts and implements recommended strategies to deal with issues as they arise and oversees the implementation of strategies where appropriate.
Develops and enhances effective working relationships with operational and corporate leaders, staff and local and provincial union representatives. Anticipates and prepares strategies to achieve the successful implementation of significant initiatives and systems with the guidelines of enhanced consultation and the mission, values and overall strategic direction of the organization. Leads new initiatives and projects as required.
Develops and monitors, in conjunction with VP and other Directors/Managers, the budget for existing/new programs, projects and services within the department. Provides periodic reports and forecasts to Finance and Senior Leadership as well as draft governance reports. Develops and implements effective targets and indicators for performance management and reporting systems.
Works collaboratively with the VP and other leaders within the People portfolio to support the development and implementation of people engagement and occupational health strategies that build employee, physician, student and volunteer commitment to PHC’s Mission, Vision and Values.
Plans and directs the development of effective policies and practices for the portfolio, in consultation with portfolio leadership teams, within the areas of Labour Relations, Talent Recruitment, Compensation & Classification, People Support Services, Occupational Health & Safety, and Staff Scheduling & Analytics in accordance with organizational and regulatory requirements.
Provides overall direction for organizational programs and processes relating to the function, including the activities related to the collective agreements such as grievance management/resolution and negotiation with the various unions. Leads PHC’s contribution to the development of management proposals for collective bargaining and facilitates the establishment of essential service levels and strike contingency plans.
Provides leadership, guidance, coaching, learning opportunities and career development to portfolio management team.
Develops plans, policies and procedures that contribute to attracting, retaining and developing a workforce that meets and/or exceeds the ongoing and future needs of PHC.
Works with PHC leaders to better understand their staffing needs and develop, implement and maintain practices and systems related to staff rotations, scheduling, deployment and workforce planning that meet the organization’s service delivery needs, align with collective agreement and statutory requirements, and ensure cost-effective impact on the organizational budget.
Directs the overall development and maintenance the organization’s non contract and unionized compensation plans that enable organizational goals and objectives and aligns to Ministry expectations and guidelines.
Directs the provision of expert advice to Leaders as it relates to staff in terms of coaching, establishing systems for the management of performance expectations, application of corrective action, and delivery of staff performance appraisals and development.
Develops and monitors key measures for success and decision-making in portfolio areas. Directs the implementation of appropriate quality improvement initiatives as necessary.
Develops and maintains strong linkages with the Health Employers Association of British Columbia, Health Authorities, relevant government agencies, partner organizations, trade unions and other special interest groups, and develops strategies for shared service initiatives as appropriate.
Represents Providence Health Care on internal and external committees and working groups to ensure Providence Health Care’s interests are well represented.
