Accountability Statement
The Assistant Manager of Addiction & Trauma Services (ATS) works in collaboration with the Manager of ATS to oversee the day-to-day operations of the department. This includes, but is not limited to coaching and mentoring the ATS Team. He/she is accountable for the development and maintenance of mutually beneficial relationships with community partners.
The Assistant Manager of ATS is responsible for assisting the Manager of ATS in the development, supervision, implementation & evaluation of Clinical Services for the Programs.
He/She will supervise and manage the provision of Clinical Services for The Ottawa Mission ensuring consistency with the policies and standards of the organization.
The Assistant Manager of ATS will have a case load of addiction clients and deliver group sessions.
He/she assumes a leadership role in the absence of the Manager of ATS.
Scope & Dimension
The Assistant Manager of ATS does not have direct responsibility for budget management.
The Assistant Manager of ATS shares the responsibility of staff management with the Manager of ATS for the guidance and coaching of ATS employees across the continuum of ATS programs; Program Coordinators,
Addiction Counsellors, Trauma Counsellors, Support Counsellors. He/she provides managerial direction and leadership to these individuals by providing knowledge and problem solving when needed.
The Assistant Manager of ATS, under the direction of the Manager of ATS, will assist in the developing and implementation of the ATS components of The Ottawa Mission’s Strategic Plan. He/she must be aware of the accountability framework structure that will evaluate the effectiveness and efficiency of programs, their service components and impact on the clients, other departments and the community.
The Assistant Manager of ATS is a team-oriented person, responsible for building and fostering solid relationships, networking opportunities and communication strategies both internally within The Ottawa Mission and externally with the community at large.
The Assistant Manager of ATS solves problems by considering courses of action within a framework of existing policies, procedures and standards. He/she knows what needs to be accomplished but must decide how to accomplish it by considering many different procedures and/or standards. He/she may consider which among several procedures to follow and in what order to achieve results. He/she mainly deals with program issues or problems that arise within the ATS department and the solutions may require some research and consultation with the Manager of ATS. He/she develops and recommends alternatives within defined objectives. Management direction is provided.
There is periodic review of the Assistant Manager of ATS’s work and the processes they follow. Primary limitations on the freedom to act due to existing Ottawa Mission and Legislated policies and procedures. The Assistant
Manager of ATS should have a clear sense of what needs to be achieved in the week to come. He/she may have input into the annual plan for the department.
Major Responsibilities
Management (This includes participating in the full employee lifecycle – from hiring to termination)
- Participate as part of the Management Team, lead by example and reflect the values of The Ottawa Mission
- In the absence of the Manager of ATS, attend and actively contribute in management or organizational meetings and forums
- Participate in special assignments or projects as directed by the Manager of ATS/Senior Management
- Promote and ensure adherence of Human Resources and Ottawa Mission policies and procedure, including health and safety and diversity in the workplace, with direct staff and assist in ensuring they fulfill their requirements for annual compliance training
- Assist in fostering a team environment by providing new employees with department level orientation, supporting direct staff in the identification of learning and development needs/opportunities and regularly meeting with them to discuss department initiatives and general organizational happenings
- Staying up-to-date on formal and informal industry trends on education, certification, etc.
- Assisting the Manager of ATS by offering input for the annual performance review for all ATS staff.
- Ensure an atmosphere of mutual respect and positive working relationships among clients, staff, public, police, health facilities, other shelters and other community organizations
- Ensure all Ottawa Mission and ATS policies and procedures are adhered to and seek guidance of the Manager of ATS when corrective action is needed
Clinical
- Engage in direct practice work with clients on an individual or group basis as required
- Mediate conflict situations
- To provide clinical supervision and oversight for clinical interns, students completing their practicum with the Ottawa Mission ATS programs
- Coordinates the intake assessments process
- Provides direct clinical supervision to the ATS team
- Supports staff by identifying and/or developing specific training opportunities
Operations
- Provide guidance and advice to direct staff for issue management, taking the lead role as required to resolve sensitive or emergency client specific situations; notifying/consulting with the Manager of ATS and the Director of Programs as required
- Ensure ongoing client outreach and advocacy
- Ensure the confidentiality and privacy of clients, staff, volunteers and donors at all times
Communications & Delivery of Programs
- Maintain daily contact and communication with ATS staff, addressing issues as required, while encouraging individual self-reliance and judgment skills
- Participate in the development and direct the implementation of ATS components of The Ottawa Mission’s Strategic Plan
- Assist the Manager of ATS in developing an accountability framework structure that will evaluate the effectiveness and efficiency of programs, their service components and impact on the clients, other departments and the community. This accountability framework will identify service gaps and duplications in the programs and will provide opportunity for changes to program content in response to the changing needs of the clients, community and/or specific target groups
- Assist Manager of ATS to develop, implement and maintain a continuous quality improvement process on the delivery of ATS Services; prepare documentation for Senior Management review on quality improvement process, accountability process, statistical data, funding opportunities etc., when needed
- Actively participate in the overall strategic direction to raise awareness of The Ottawa Mission’s work in the community by delivering presentations, etc.
- To provide On-Call services
Budgeting, Scheduling & Payroll
- Must have awareness of the operational budget for ATS
- Assist the Manager of ATS in maintaining accountability and fiscal responsibility for the budget of the ATS department
- Support the Manager of ATS to review and determine, based on operational needs, approval of all leave requests, when needed
- Assist with staff scheduling and filling shifts
- Complete payroll in Manager of ATS absence
Other Requirements
Education & Professional Association
- Masters Degree in Social Work, Counselling or a related field
- Active Registration with a Professional College that allows for the practice of the controlled act of psychotherapy through the College of Registered Psychotherapists of Ontario
Experience
- Minimum of five (5) years’ experience working in the Social Services field
- Managerial experience considered an asset
- Clinical experience in the Social Service field
- Demonstrated ability to work effectively in a multi-disciplinary setting
Qualifications
- Excellent oral and written communication skills along with the ability to build relationships
- Strong skills in critical thinking, decision making, analysis, problem solving and organization and planning
- Strong mentorship and training skills
- Ability to work collaboratively as a member of an interdisciplinary team
- Good working knowledge of Microsoft Office (Word, Excel, Outlook, Access, PowerPoint)
- Non-violent Crisis Intervention (NVCI) and suicide prevention (ASIST) certification considered an asset
- Bilingualism considered an asset
Working Conditions
- Must work to, sometimes strident, deadlines, manage and respond to competing priorities
- Must be comfortable working in a challenging environment that has the potential for confrontation and/or exposure to violence
- Ability to handle emergency situations and flex schedule to evening/weekend should the need arise
