The Divisional Operations Manager to the Assistant Deputy Minister (ADM) provides full support to the ADM in the areas of office administration including staffing, issues management within the Division, divisional policy input, correspondence management, and assistance to Infrastructure's Deputy Minister's Office. This position is responsible for assisting the ADM to ensure that the supports, services, information and strategic plans are developed for the Division in support of the Ministry's business objectives.
Reporting directly to the ADM, the Divisional Operations Manager provides strategic leadership and direction to support the effective implementation of divisional activities including strategic budget coordination. An integral part of the position is interpreting and implementing initiatives and requests into operational instructions for the divisional staff. The Divisional Operations Manager proactively manages issues by investigation, analyzing and working with divisional management to resolve issues or propose solutions. Part of the issues management role is ensuring that the ADM is advised, aware and appropriately briefed on various divisional matters.
The Divisional Operations Manager has a key liaison role with Deputy Minister's Offices, Division Heads, and Branch Heads. The Divisional Operations Manager is a member of the Divisional Executive Committee (DEC). The Divisional Operations Manager will be empowered to make decisions and influence policy throughout the Division.
The Divisional Operations Manager is responsible for the review, approval and delivery of high-quality correspondence for the ADM including briefing notes and correspondence and provides input into divisional strategic policy advice. This includes leadership and providing direction to professional and administrative staff as required.
This position is responsible for the overall management of the ADM’s Office including the development of administrative process, policies and practices to support the business needs of the Office. To be effective in this role, the Divisional Operations Manager must have exceptional communication skills, tact, diplomacy, integrity, and the ability to develop innovative approaches to manage issues.
Minimum Requirements:
- University graduation in a related field
- PLUS 4 years of related experience in a leadership role with proven success in formulating best practices, managing issues, project management experience, and applying an integrated approach to organizational procedures
- Related experience or education may be considered equivalent on a one-for-one basis
Experience or knowledge that will be considered and asset:
- Knowledge of policy development process and policy analysis
- Experience leading and mentoring staff, and building a team environment
- Experience with capital project management, including planning, design, and tendering, construction, commissioning and post occupancy evaluation phases
