Position Purpose
This position is reporting to the Manager of Corporate Strategy and Transformation and is responsible for managing the daily activities of various corporate technology projects to ensure delivery on time, within budget and scope; responsible for the overall execution of project processes and deliverables in-line with the project plan, including planning, financial, resources, communication, stakeholders, risks/issues, and scope management. The job responsibilities include managing cross-departmental project teams and third-party consultants in the delivery of technology projects.
Minimum Qualifications
University Degree in Computer Science, Business or related discipline, including specialized training in project management, business analysis or another approved combination of education and experience. Project Management certification (e.g. PMP, PMI-ACP, etc.) or approved equivalent; minimum five (5) years demonstrated experience with information systems project management, including successful completion of complex technical projects, such as ERP/CRM implementation, Work Order/Asset Management automation, Development Tracking System implementation, systems integration, custom technology solutions development projects, etc. Experience in business analysis, business process re-engineering, financial management, IT governance, enterprise resource planning solutions, software development, web/e-government solutions, demonstrated supervisory or leadership experience. Position Summary
This position is reporting to the Manager of Corporate Strategy and Transformation and is responsible for managing the daily activities of various corporate technology projects to ensure delivery on time, within budget and scope; responsible for the overall execution of project processes and deliverables in-line with the project plan, including planning, financial, resources, communication, stakeholders, risks/issues, and scope management. The job responsibilities include managing cross-departmental project teams and third-party consultants in the delivery of technology projects.
Responsibilities
ITS Project Management Functions:
- Manages complex technology projects from inception through execution to successful completion, utilizing project management best practices and industry standards to ensure that projects are delivered on time, within the pre-approved scope and budget
- Leads project planning activities including, but not limited to developing project scope, goals, deliverables, priorities, milestones and specific tasks; identifies reasonable deadlines; determines resource allocation/requirements; ensures adherence to schedules; identifies and manages change and risk impact in relation to project delivery; escalates issues as required; performs all other activities as required
- Develops, monitors and manages accurate detail task-level schedule/plan, including the gathering of time and cost estimates, resource assignment, implementation progress; ensures completion of all project milestones/tasks/action items according to the predefined schedule; escalates issues as required
- Develops, monitors and manages project budget, including forecast, actuals, etc.
- Ensures regular and accurate communication to stakeholders; provides guidance to staff on project issues
- Prepares and maintains project artifacts (e.g. Project Charter, stakeholder registry, Communication Plan, Training/Transition/Implementation plans, etc.), communication, agenda, meeting minutes, action items, progress reports, briefing materials, presentations, and other documentation as required
- Plans, monitors and manages project staffing, liaising with the resource managers for staffing assignments, ensuring accurate resource forecasting and allocation continues throughout the project life-cycle
- Develops training schedule, coordinates training sessions and monitors/promotes technology solution adoption
- Assist with the preparation of comprehensive technology procurement documents for technology solutions.
ITS Administration Functions:
- Identifies and recommends continuous improvement and innovative practices that position the corporation as a leader in service delivery, value and customer service
- Manages vendors and business partners by establishing relationships with consultants, tracking and managing vendor contracts, establishing vendor performance metrics and measuring vendor’s performance
- Recommends policies, procedures, work systems, methods and standards and reports on division performance taking corrective action where necessary
- Develops a constructive and trusting partnership with stakeholders by providing guidance, communications, advice and decision support on the delivery of technology initiatives, including risks and impact assessments
- Facilitates open communication and discussions between stakeholders, acting as a single point of contact by developing, maintaining, and working to stakeholder engagement strategies and plans
- Negotiates with stakeholders to manage competing priorities and conflicts
- Formulates recommendations, prepares and presents reports to Council, Senior Leadership Team, Committees, and other stakeholders as required
Human Resources Management and Team Leadership Responsibilities
- Identifies, engages and manages internal and external project stakeholders
- Manages cross-departmental project teams and third-party consultants in the delivery of the program/projects, including selection, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary actions
- Oversees and directs the work of special projects personnel/staff including monitoring work progress. Makes recommendations on the hiring of special projects personnel and/or consultants. Assists with recommendations regarding promotion, demotion and termination of special project staff.
- Assists with the vendor selection process; manages contractors in collaboration with IT division
- Ensures compliance of the Occupational Health and Safety Act and other applicable legislation
- Enforces the Town’s Health and Safety Program, procedures and best practices
- Implements, conducts, and ensures due diligence of all health and safety matters including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards
- Provides visible and positive leadership to staff, developing and nurturing a work environment that is inclusive, respectful, and motivating for staff
- Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public. Liaises with project stakeholders on an ongoing basis
- Participates on committees, meetings, task forces, work groups and special projects, as directed
- Manages information in accordance with legislation and corporate standards

Minimum Qualifications
Education and Training:
- University Degree in Computer Science, Business or related discipline, including specialized training in project management, business analysis or another approved combination of education and experience.
- Project Management certification (e.g. PMP, PMI-ACP, etc.) or approved equivalent is required.
- Training in business analysis from an accredited institution (e.g. PMI, IIBA, etc.) is considered an asset.
- Training and certification in agile framework, Lean Six Sigma, ITIL and change management desirable.
Experience:
- Minimum five (5) years demonstrated experience with information systems project management, including successful completion of complex technical projects, such as ERP/CRM implementation, Work Order/Asset Management automation, Development Tracking System implementation, systems integration, custom technology solutions development projects, etc.
- Experience in business analysis, business process re-engineering, financial management, IT governance, enterprise resource planning solutions, software development, web/e-government solutions, and demonstrated supervisory or leadership experience.
- Experience with preparing procurement documents, Statement of Work and contract/vendor management.
- Experience in developing budgets for technology projects, and developing technology plans and architecture.
- Experience in managing multiple projects and cross-functional project teams.
- Experience in creating all key project governance documents such as project charters, business requirement documents, functional and non-functional requirement documents, project schedules, project plans, communication plans, user acceptance testing plans, risk mitigation strategies etc.
- Demonstrated project management skills to apply project management tools and methodologies (Agile, Scrum, etc.) to assist staff with information systems projects and programs.
- Experience in developing and monitoring business plans and budgets for information systems programs.
- Experience in gathering, analyzing and documenting business and system requirements, workflows, business processes, etc.
- Experience in preparing use case and entity relationship diagrams, flowcharts, graphs, mock-ups.
- Experience in developing information systems plans and architecture, and relational databases, concepts including Oracle, MS SQL, etc.
- Experience using UML, MS Project, Visio, Excel, PowerPoint, Word, etc.
- One (1) year on the job for the period of adjustment, orientation, and adaptation.
Knowledge:
- Strong knowledge of software development life cycle (SDLC), and project management life cycle (PMLC).
- Knowledge of project and portfolio management, tools and methodologies; ability to apply project management methodologies to assist staff with information systems projects and programs.
- Understanding of municipal and provincial legislative, regulatory and policy framework, and administrative functions and responsibilities is considered an asset.
- High-level understanding of IT security, network administration, data centre management, data governance, change management.
- Understanding of relational databases (e.g. Oracle, MS SQL), Big Data, data analytics, data mining and data management best practices is considered an asset.
- High-level understanding of IT risk management frameworks and mitigation practices (e.g., ISACA COBIT, etc.) and service management (e.g., ITIL TIPA, etc.) is considered an asset.
- Knowledge of enterprise geographical information systems (GIS) is considered an asset.
- General understanding of Enterprise Architecture, including TOGAF is considered an asset.
