POSITION SUMMARY:
The Manager of Child Care Services – Child Support Unit reports to the Director of Child Care Services and is responsible to manage assigned TCOC homes. Key areas of accountability include continuous monitoring of the well-being of children located in the TCOC homes, managing the staff complement, policy and program delivery, managing child care related issues including crisis or health-related intervention, and ensuring the overall functioning of each TCOC home is operating in a safe, efficient and effective manner.
PRIMARY RESPONSIBILITIES:
Child Care –
- Ensures children are provided with holistic care and support during their stay in a TCOC home. This includes, but is not limited to: o understanding and responding to individual child care needs relating to mind, heart, body, spirit; advocating for external resources to assist with the child’s overall well-being as required; o ensuring staff are kept apprised, and respond appropriately, to each child’s specific needs; o overseeing and/or approving in-home visit requests of the family with the goal of re-unifying the family through inclusion and support; o advocating for the child and family as determined appropriate within each circumstance; o managing crisis or emergency related issues and/or incidents involving a child; liaising with the
Social Worker, ensuring the child’s well-being is a priority; o oversees programs and activities for children in collaboration with the House Leaders and other organizational team members; evaluates and reports on outcomes; o understanding and respecting diversity, culture and the unique aspects of each child’s situation; o engaging with the children in support of their individual well-being; o liaising with the Ministry of Social Services on a variety of child care related issues and opportunities; o Establishes and maintains a network of individual and community based resources.

PRIMARY RESPONSIBILITIES (continued):
Leadership & Human Resources –
- Manages a staff complement for homes in area of responsibility which includes, but is not limited to: o hiring, scheduling and managing the performance of staff; ensures the work performed by all staff is in accordance with the mission, values, policies, procedures and legislation. o providing a thorough orientation to staff about the proper operation of the TCOC home, relevant child care information, policies and other pertinent information; forwards orientation checklists to Human Resources for placement into the employee’s personnel file; o educating staff about existing/new internal policies, external legislation and accountabilities; o ensuring staff are provided with required training as per policies/processes (e.g. First Aid/CPR,
OH&S, crisis prevention/intervention, etc); ensures certifications are kept current; forwards all documentation to HR; o oversees time and attendance, overtime and shift payments as approved by House Leaders; o ensuring each home has an active occupational health and safety committee and that safe work practices are implemented/followed for staff and the children.
- Manages the crisis/behavioral prevention and intervention team and processes; oversees child care plans and training for staff, ensuring training relevance and completeness so staff are well-equipped.
- In consultation and collaboration with Human Resources, administers the terms in the collective agreement; responds appropriately to staff grievances.
- Diffuses or de-escalates situations between or among family members, staff or teams.
- Ensures the Director of Child Care Services is kept apprised of any issues, trends or opportunities that may impact the effective and efficient delivery of child care services.
- Demonstrates commitment to health and safety regulations, policies and processes through active promotion, communication and participation; models appropriate behaviors.
- As a key management team member, works with others to fulfill the organization’s mission.
- Understands and shares the organization’s plans and priorities with staff as appropriate.
- Communicates with staff in area of responsibility on an on-going basis; collaborates with other team members regularly; engages with the community and oversees staff engagement.
Policies and Processes -
- Keeps current on relevant policies and legislation; ensures staff are updated accordingly.
- Maintains confidentiality of child/family information; ensures staff understand these expectations.
- Circulates among houses in area of responsibility; manages all issues as appropriate.
- Ensures food is safely stored/handled and that meals are prepared in accordance with the Canada
Food Guide and health and safety regulations.
- Ensures House Leaders actively maintain the house and yard in their respective area of responsibility; ensures preventative maintenance or repairs are carried out in a timely manner; may contact landlord.
- Manages staff sick leave, workers’ compensation issues and the return-to work processes.
- Ensures staffing ratios are maintained; responsible to be on-call and provide support if required.
- Ensures all safety related initiatives are scheduled and administered (e.g. fire drills) regularly.
- Reviews and discusses incident reports from House Leaders daily; forwards to MSS and/or leadership.
- Writes and submits regular and ad hoc reports (e.g. progress reports).

Financial –
- Oversees the budget associated with each house in area of responsibility.
- Approves corporate credit card purchases for necessary materials, supplies, groceries, clothing etc.
QUALIFICATIONS:
_ Formal Education – _
A post-secondary degree from a recognized learning institution relating to Social Work, Psychology,
Education or similar program.
Certifications/Associations –
Must agree to undergo/pass organization sponsored certification in CPR/First Aid and other required training upon commencement.
Licenses –
A valid driver’s license and use of a reliable vehicle.
Experience –
Successful experience working with children who have unique backgrounds/special needs
Proven successful experience managing a staff complement
Experience working in a unionized environment is an asset
Knowledge –
Knowledge and understanding of human behavior and underlying causes
Knowledge of Indigenous history and culture with an emphasis on First Nations
Knowledge of the Child Care Act, the Residential Services Manual and the Child Protection Services Manual
Skills –
Computer skills (Word, Excel, email - time and attendance tracking)
Communication Skills (communicates well with staff, keeping them informed; has writing, documentation skills (good grammar, spelling)

Working Conditions -
On-call and works irregular and additional hours as required that are often outside of normal business hours.
Driving, sitting and standing for extended periods of time; concentration and eye strain from computer use; significant distractions and interruptions; significant conflict.
