Job Summary:Come work as a Director, Operations/Special Projects with Vancouver Coastal Health (VCH)!
This is an exciting opportunity to develop and lead the implementation of BCs 10 year cancer action plan specifically within Vancouver Coastal Health. Reporting to the Project Sponsor, the Vancouver Acute Vice President, the Director, Special Projects will bring their expertise and clinical experience to develop, lead and execute strategic approach across VCH. This includes working closely with physician leads and PHSA.
Reporting to the Vancouver Acute Vice President (VCH project sponsor), the Director, Special Projects, in collaboration with designated Physician leaders, is accountable for the overall project management of the VCH implementation of the BC’ 10 year cancer action plan within Vancouver Coastal Health (VCH). He/she establishes the project/operational framework and infrastructure needed to execute each strategy, program/service delivery and plans, and allocates and manages all physical, human, and financial resources.
The Director also performs a key leadership and project management role for strategic and operational project(s) throughout VCH. These project(s) involve large-scale reviews of practices, procedures and systems leading to the enhanced integration of services, better service delivery, improved customer satisfaction, development of new programs, and the delivery of cost-efficiencies for VCH and partner organizations. He/she ensures that the strategic objectives and operational plans are carried out to provide efficient and effective delivery of health care services within an academic, research and client centered environment. Works as a team player with colleagues and co-workers in identifying service delivery models and processes to ensure seamless integration of services, that are focused from the ‘lens of the consumer’, support healthier lives and address the needs of the community, while maintaining system sustainability. Provides leadership and direction to management/staff within the programs/services to ensure that priorities are addressed and the goals, in keeping with the vision, values and strategic direction of the organization, are achieved.
As Director, Operations/Special Projects with Vancouver Coastal Health you will:- Develop policies and strategies that ensure integrated and sustainable programs and services consistent with established priorities and LEAN management and LEAN processes, as well as the vision, values and strategic direction of the organization.
- Enable an operational framework for staffing and care delivery approaches through collaborative partnerships that supports patient safety, best practices, improved patient access, and efficient flow of patients across the care continuum.
- Develop and successfully manage capital, operating and project budgets that complement strategic directions within existing fiscal constraints.
- Provide overall leadership and direction for operational leadership and staff that supports the achievement of required outcomes and ensures adherence to accreditation, regulatory, professional, and safety standards.
- Establishes an effective workforce plan in collaboration with key partners and stakeholders that ensures the ongoing availability of qualified and technically competent staff within the context of operational demands and environmental and resource constraints. Manages the selection and oversight of contractor/consultants as applicable.
- Ensures clear performance objectives and indicators are in place to assess the delivery of services within an interdisciplinary and multi-site environment.
- Creates a collaborative workplace environment that encourages employees to realize their maximum potential, fosters personal growth and promotes a sense of community, autonomy and decision-making at the point of care and service.
- Leads the development and implementation of innovative and creative approaches, opportunities, initiatives, and projects for delivery of high quality, value added and efficient services, to support long term strategies and effectively address customer needs and expectations.
- Creates project plans and promotes effective project management including establishing project charter, objectives, timelines and critical path, collaboration with stakeholders, engagement of appropriate resources, facilitation of project activities, progress monitoring, problem resolution, and recommendations.
- Provides best practice expertise to VCH and partner organizations through strategic and operational planning, research, evaluation, forecasting/model development, complex feasibility studies, and business cases associated with large-scale reviews of practices, procedures and systems.
- Ensures that effective processes are in place to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
- Develops and strengthens external linkages with community, various levels of government, education institutes, other health regions, and other health related organizations to promote the exchange of information and ideas.
- Manages and provides a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational area are met. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.
Qualifications:Education & Experience- Master’s degree in Health Services Administration, Business Administration or related discipline.
- Minimum of 7 years’ recent, related experience in progressively senior leadership roles in a complex health care environment that includes managing and negotiating for organisational resources, managing strategic and operational projects, and facilitating and managing consultation processes with a wide range of stakeholder groups.
- Current registration with relevant professional College/Association, if applicable.
- Demonstrated commitment to on-going learning and professional development.

- Anticipates future changes in service delivery and develops transition strategies that optimize resource utilization and ultimately improve efficiency and quality of patient care.
- Uses sound business acumen to manage the fiscal resources of assigned programs/services in a manner that is financially responsible and consistent with the overall goals of the organization.
- Demonstrated leadership and supervisory skills to manage a team in a manner that fosters a motivational and respectful environment.
- Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills.
- Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
- Physical ability to perform the duties of the position.
