Employment Consultant/Job Developer
In this temporary assignment, the Employment Consultant/Job Developer (EC/JD) will be assigned to assist with employment pathways programming for unemployed and underemployed individuals who are Deaf, deafened, or hard of hearing through individual case management and group activities. The EC/JD will provide individual assessments, on-going support and career guidance to clients individually and in small groups, and will seek and develop job and placement opportunities for individual clients with employers, and then match clients’ employment and training needs with those of participating employers.
The EC/JD will provide parallel support services to employers, by responding to and assisting in human resource planning, job postings, candidate selection, accessing other potential incentive funding. In addition, the EC/JD will be responsible for marketing the program to the broader community and liaising with human service agencies, industry/sectorial groups, other educational institutions, and government representatives as a means to generate client and employer referrals. Familiarity with provincial employment services and income support systems and programs is ideal, as is an interest in and demonstrated commitment to equity, diversity, and inclusion.
As this position is specifically to support persons who are Deaf, deafened, or hard of hearing on their journey to employment, preference will be given to those who have an understanding of this population and the agencies and organizations serving them, a working knowledge of or better in American Sign Language (ASL), and high level of proficiency in oral and written English.
RESPONSIBILITIES:
Duties may include, but are not limited to:
Providing individual assessments, on-going employment preparation support & career guidance for assigned clients, by:
- Interviewing and assessing new clients to determine their employment barriers, work preparation requirements, support needs, alternate options, and the need for referral to other agencies or support services. May conduct appointments and interviews in-person at the college, off-site at community locations, and/or virtually (e.g., Zoom) to facilitate clients’ needs.
- Assisting clients in developing short- and long-term personal, educational, vocational training and employment goals and generates an individualized detailed ‘Action Plan’ to reach those goals. This includes reviewing their progress and outcomes with clients regularly, and suggesting modifications as needed, including an application to other programs and services.
- Liaising with a variety of government, community, social and educational agencies to share information, serve common clients, and refer clients as appropriate.
- Conducting Information Sessions and delivering group workshops or one-on-one guidance in the area of career clarification, employment preparation, job search and job maintenance, labour market, workplace safety, skills identification, apprenticeship and Canadian employer expectations for newcomers, etc.
- Researching labour market information, current trends, career options and qualifications, language and credential assessment processes and stabilization supports within the community.
Seeking and developing job and placement opportunities and matching individual client’s employment and training needs with those of procured and established employers, by:
- Developing and maintaining a thorough understanding and knowledge of the local labour market to utilize trends and pursue opportunities, e.g., growth of particular business sectors, expansion of specific businesses, opening of new businesses.
- Cultivating long term relationships and developing new contacts with as many employers in the community as feasible, and persuading them to take advantage of job/placement opportunities through these programs/initiatives.
- Determining eligibility of employer and training positions regarding quality of training and supervision, work environment, and safety and insurance standards.
- Marketing individual clients to employers to secure job opportunities or to obtain a variety of interventions leading to employment, including ‘Job Shadowing’, ‘Volunteer Work’, ‘Job Tests’ as well as longer term ‘Work Placements’ via cold calls, utilization of job postings, established employer relationships, business directories, etc.
- Negotiating subsidies based on training required, employer and client needs.
- Developing personalized individual service or training plans in consultation with the employers and clients, monitoring adherence and progress.
- Assessing clients’ financial needs and providing special support allowances as required, i.e., transportation costs, tools & equipment, uniforms/clothing, etc. – and ensuring proper tracking and that supportive documentation is on file.
- Monitoring and documenting all activity with clients as ‘Case Manager’; providing statistical data as required and on-going follow-up after exit from the program at regular intervals to ensure successful outcomes to meet program and funder standards.
Entering client and other data into the required customer relations management software (e.g., CAMS or other database), by:
- Following ministry guidelines in reporting activities and outcomes with clients on a regular basis, performing follow up functions with clients that are recorded in the system. High level of accuracy and accountability required as data is monitored on a regular basis by management and funder to ensure data integrity.
- Complying with annual auditing of data to ensure targets are met and service quality standards are maintained. This requires full knowledge of the relevant client databases and software.
Promoting and marketing the program to the community to generate recruitment of clients and employers and raise awareness, by:
- Developing and organizing industry specific information sessions by obtaining relevant speakers, advertising event, providing program literature and encouraging an interactive forum for discussion.
- Participating in community events and employment expositions through individual or team initiatives. Such assignments may be outside the normal working hours.
- Conducting Information Sessions and delivering workshops in community settings (and virtually/online) in the area of career clarification, employment preparation, job search and job maintenance, labour market, workplace safety and skills identification.
- Participating in various local community, municipal or provincial committees as a representative of the team and Mohawk College.
Performs other duties as assigned
QUALIFICATIONS:
The successful applicant will have:
- A three (3) year College diploma or University degree in Social Sciences or Humanities, or similar field of studies.
- A Career Practitioner Certificate or similar is preferred.
- A minimum of five (5) years of practical experience in a closely related field, such as employment counseling, social services or job developing. The incumbent should have experience in career and employment guidance and counselling, employment workshop delivery and job placement or a related human service setting. Must have worked in an environment where analysis and assessment of client strengths, needs and barriers was required.
- Demonstrated commitment and understanding of human rights, equity, diversity and inclusion with the ability to communicate and work effectively inter-culturally with diverse groups of students, employees and the community.
- Have an understanding of the Deaf, deafened, and hard of hearing community and the agencies and organizations serving them, a working knowledge or better in American Sign Language (ASL), and high level of proficiency in oral and written English.
In addition, the successful applicant must also be able to demonstrate:
- Effective communication and interpersonal skills with the ability to develop positive working relations with co-workers and a wide spectrum of clients from the community.
- Dynamic customer service and public relations skill base with the ability to work well in a fast-paced, multi-tasking environment.
- Superior analytical and problem solving capabilities.
- Past successes involving the ability to take initiative, create efficiencies and improve processes.
- The ability to work under minimal supervision while utilizing effective time management skills in order to meet deadlines and adapt to changing priorities is required.
- Professionalism and discretion with sensitive and confidential information, coupled with understanding and diplomacy.
- Ability to understand and adhere to government/funder directions and fulfill their reporting requirements.
- Proficiency with various software programs, such as MS Office (Word, Excel and PowerPoint), and Outlook. Experience with applicable systems databases is preferred.
- A valid driver’s license and use of a vehicle is required as regular travel for employer site visits is required. Regular travel to other community agencies for recruitment and workshop delivery is also required.
- Ability to accommodate non-traditional work hours in order to support various events and activities.
