PRIMARY PURPOSE
Manages the implementation and provides engineering expert advice to ensure the successful delivery of an assigned portfolio of transit infrastructure and engineering capital projects.
KEY ACCOUNTABILITIES
Participates in the enterprise and engineering strategic planning, providing input as a key member of divisional management team.
Manages a team of project managers/senior project managers, continuously developing project management capability by training, coaching, adopting best practices. Performs all other people management practices including selection, hiring, performance management, etc. Manages staff and consultant resources for the transit infrastructure capital programs.
Manages a team of project managers/senior project managers who deliver and provide engineering expert advice to the assigned portfolio with multiple engineering capital projects through the complete lifecycle, including planning, resourcing, design, budgeting, scheduling, monitoring and execution. Accountable for the effectiveness and efficiency of project delivery according to agreed financial and service targets, and complying with enterprise engineering project management practices and quality expectations. The assigned portfolio may include projects involving asset, infrastructure, or facility maintenance, projects involving new construction and/or enhancements to existing infrastructure or assets, projects with major construction effort or large scale infrastructure implementation.
Manages the capital contracts of significant value and risk, with support from the Project Manager, Legal services, Finance and Procurement department. Resolves significant and complex contractual issues and works with contractors to develop mutually acceptable solutions.
Manages internal relationships within TransLink and the operating companies to facilitate the implementation of capital projects and to facilitate the resolution of broadly impacting and sensitive issues and concerns, such as infrastructure decisions with significant and long term impacts on operational procedures.
Manages relationships and liaises with municipal governments, the province, stakeholders and industry to share information, anticipate needs, manage expectations, resolve controversial issues, proactively address concerns, and minimize risk in the delivery of transit infrastructure capital projects.
Participates in establishing and maintaining the policies, standards, procedures for enterprise engineering project management. Ensures the compliance with legislations and regulations affecting the delivery of engineering projects.
EDUCATION AND EXPERIENCE:
The competencies for this position would typically be acquired through completion of University degree in Engineering and/or a Professional Engineering designation or eligible to register as a P.Eng and PMP certification also is required. Requires 10 years of project management experience on infrastructure and engineering projects design and delivery.

Advanced knowledge of project management and engineering principles, theories, concepts and practices.
Advanced leadership skills to provide coaching, development and performance management to reporting staff.
Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders, including negotiation skills as they relate to contracts and resolution of contractual issues.
Advanced analytical thinking and problem solving skills, to resolve critical and high impact issues.
Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.
Advanced leadership skills to drive change and promote a culture of responsibility and quality throughout the department.
Advanced time management and organization skills to balance and coordinate effort across multiple, concurrent activities.
Advanced verbal and written communication skills.
Solid technical skills in business and project management computer applications and databases.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
37.5 hours per week.
Hybrid
This position offers the flexibility of working both on-site and remotely within B.C.
Salary $145,314 - $181,642 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
