The Ministry of Children and Family Development is responsible for the delivery of community-based services, including child welfare, child and youth mental health, children and youth with support needs, adoption and guardianship, resources, early years, youth transition, and youth justice services.
Reporting to the Assistant Deputy Minister (ADM) of Service Delivery Division, the Executive Director of Service (EDS) is a member of the Service Delivery Division executive team and the broader MCFD executive.
The EDS is responsible for the effective and efficient management of the delivery of services in a service delivery area (SDA) or provincial program in the ministry.
This EDS position leads the Specialized Intervention and Youth Justice Branch which is responsible for providing community supervision and custody programs for youth aged 12 to 17, as well as mental health assessment and treatment services to youth who are in custody or under community youth justice supervision.
JOB REQUIREMENTS
- Bachelor’s degree in a Human Services field (Human Services field includes Social Work, Child and Youth Care, Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Indigenous Studies, Education, Theology and Nursing, History, Political Science). OR an equivalent combination of education and experience may be considered.
- Note: If your education was obtained outside of Canada, you will need to have it assessed for equivalency through the International Credential Evaluation Service
- Minimum 5 years of experience in a managerial role in a social sector organization with responsibility for direct client and program service delivery, planning and evaluation.
- Minimum 5 years leading large-scale business transformation initiatives which include using project management, change management and communication principles.
- Minimum 5 years’ experience with human resource practices (e.g., recruitment, employee and labour relations, succession management, staff engagement, recognition, and training).
- Must possess and maintain a valid Class 5 BC Driver’s License with no restriction, or equivalent (i.e., from another Canadian Province).
Preference may be given to individuals with one of more the following:
- Experience working in a policing, probation, custody or other justice-related setting.
- Experience working with Indigenous peoples in the context of BC’s Reconciliation priorities.
- Experience in the management and supervision of geographically dispersed multi-disciplinary staff.
- Experience in an Executive Director of Service role for at least 6-months of full-time, continuous work.
- Preference may be given to applicants who self-identify as First Nations, Métis or Inuit with the required combination of education and experience.

Flexible work options are available; this position may be able to work a hybrid schedule as per the Telework Agreement upon discussion with supervisor.
