Role Overview:
Under the direct supervision of the Manager, People and Culture the Human Resources Advisor will use their sound knowledge of HR best practices and expertise in order to organize and oversee the work of the HR Department including but not limited to acting as the first point of contact in providing advice, support and consultation to management, employees, students and volunteers in all aspects of human resources such as: recruitment, on-boarding, compensation, benefits administration, collective agreement application, human resource policy interpretation, performance management, labour relations and separations.
Summary of Qualifications:
1. Human Resource Policy and Collective Agreement Interpretation/Administration:
- Serve as a first point of contact supporting, coaching and advising managers and employees on the interpretation of policies and procedures, collective agreements, and employment related legislation, statutes and regulations
- May act as Cota's Work Place Coordinator and assist in investigations relating to incidences of workplace harassment and/or violence; may also assist in investigations resulting from other forms of complaints and/or grievances
- Provide input into Human Resource policy and procedure development
- According to circumstances, provide guidance and recommendations for problem resolution, redirecting or escalating as appropriate
2. Recruitment and Selection:
- Support all aspects pertaining to the full-cycle recruitment processes for employee, student and volunteer positions in accordance with relevant policies, procedures and collective agreement
- Responsible for reviewing, updating and creating job descriptions and job postings as required in collaboration with hiring managers
- Work closely with the Recruitment Coordinator to develop creative recruiting and sourcing strategies to locate top talent
- Increase talent pool through outreach, employment-related search engines and finding new channels to source qualified applicants
3. Disability Management:
- Lead and coordinates disability management activities including return to work plans, LTD claims, etc. alongside the HR Coordinator
- Responsible for oversight and coordination of WSIB claims alongside managers, employees and WSIB specialists as required with regards to workplace incidents ensuring adherence to return to work policies and facilitating return to work plans
4. Benefits Administration:
- Oversee the Benefit Administration for the group benefit program for employees ensuring timely completion of enrollment forms, responding to inquiries related to the benefit program and verifying billing information
- Advise managers and employees on benefit programs, OPTrust Pension Plan, EAP services etc.
- Research alternative benefit plans and recommends changes or modifications where appropriate
5. Performance Management:
- Oversee, monitor and lead the performance management process and work with managers to effectively manage individual performance
- Provide coaching to Managers on performance evaluation process and reviews
- Provide coaching to management regarding reinforcing goals and/or any issues related to employee performance, productivity or behavior based on established policy, practice and/or contract
- Manage the probationary period reviews for new hires
- Review documentation and prepare letters of discipline when required, supporting the to ensure positive outcomes in partnership with managers process
- Support in the development and updating of the job performance management tool
- Advise on performance management strategies and HR trends in performance management
- When required, develop and update the performance improvement plan tool and advise on strategies for performance improvement
6. Other Responsibilities:
- Handle private Human Resource information and maintains accurate, complete and secure information and records in all Human Resource information systems
- Maintain records and compiles Human Resource related statistical reports for Cota's Balance Scorecard as required
- May participate on various organizational committees and task forces (i.e. Joint Health & Safety Committee, DEI Committee, Staff and Wellness Committee etc.)
- Coordinate, track data, analyze and generate reports for senior management on a regular basis and is comfortable using technology platforms to develop such reports
- Assist with development and implementation of Human Resource practice guidelines/frameworks
- Observe Cota's rules and regulations, policies, procedures, practices and current legislation, in particular, the Employment Standards Act, Occupation Health and Safety Act and Human Rights Code
- Comply with all Health and Safety policies and procedures to ensure every reasonable precaution is taken for the protection of workers and clients and that health and safety concerns or incidents are responded to promptly
- Work cooperatively and constructively with other members of the organization and external stakeholders
- Ensure confidentiality of client, employee and Cota information is maintained at all times
- Undertake other related and/or delegated duties
KNOWLEDGE AND SKILLS:
- Knowledge of general human resource practices, benefits administration and how working within unionized environment influences human resource approaches
- Demonstrated proficiency various computer programs (e.g., MS Word, Excel, Outlook, PowerPoint)
- Demonstrated skill in the collection of data, trending and generation of Human Resource related reports
- Excellent interpersonal and communication skills

EDUCATION AND EXPERIENCE:
- Completion of diploma or degree from college or university in Human Resources Management
- Certification as a Certified Human Resources Professional (C.H.R.P.) is preferred
- Three (3) years' experience in a relevant Human Resource position, preferably in a unionized environment
- 2-3 years' experience in disability management, understanding of WSIB legislation and processing claims
Working Conditions and Other Requirements:
- The majority of the working hours fall within regular business hours. Flexibility is required to attend occasional evening, early morning and/or weekend meetings
- This role is predominantly remote but will require travel to the office as required
