Job Summary
Reporting to the Senior Partner, Employee and Labour Relations, Service Delivery, the successful candidate will be responsible for an assigned group of unions, federations, and associations. In alignment with the HR Service Delivery strategies, Ministry directives and the Board’s strategic goals, this position is an employee, management and union engagement champion for Human Resources, Partnerships and Equity.
Key Responsibilities
Responsibilities include: acting as a resource to support and guide Superintendents, Principals, Managers and employees on employee and labour relations matters, collective agreements and Board Policies and Procedures, build and maintain effective partnerships with unions, associations and federations; managing the grievance process including research and preparation, drafting responses and providing support and expertise in the arbitration process; managing the collective agreement negotiations process by researching, drafting and presenting key issues to facilitate the bargaining process and implement and communicate changes to policies and/or procedures as a result, providing advice, direction, support, and coaching on all labour relations matters, and establishing and maintaining excellent working relationships with union leaders.
Providing support in the application and interpretation of collective agreements, policies, and practices, ensuring accurate processing of employee changes and transfers, in compliance with the collective agreements and Board Policies and Procedures; wage and salary administration; administering policies and procedures related to resignations, retirements, leaves and secondments; preparing and presenting relevant workshops/presentations; working collaboratively within a team; supervising and directing the activities of their assigned team to build capacity and promote a positive and productive work environment; developing and implementing quality and service initiatives; supporting a variety of HR projects and continuous improvement initiatives to support change management and service delivery excellence, and employee experience and engagement; prepare accurate reports using data and metrics to inform decisions, and promote HR best practices and efficiencies for continuous customer service improvements; other duties as assigned.
Qualifications
- Demonstrated commitment to equity, inclusion, anti-racism, anti-oppression and working in a diverse school community and/or work environment
- Post-secondary degree in human resources, industrial relations, labour relations or equivalent related education and directly related experience
- Professional designation such as Certified Human Resources Professional (CHRP) or equivalent is an asset
- Minimum of three (3) to five (5) years of experience in progressively responsible positions in labour/employee relations in a multi-union and public sector environment
- Demonstrated experience supervising a team
- Comprehensive knowledge and experience in employee and labour relations and human resources practices, policy/processes, negotiations, grievances, arbitration and investigation processes, and in-depth understanding of collective agreements,
- Thorough understanding of the Labour Relations Act, Employment Standards Act, School Boards Collective Bargaining Act, Education Act, Occupational Health and Safety Act, Ontario Human Rights Code and maintain current knowledge on labour relations trends and issues in the education sector
- Demonstrated ability to work effectively with all levels of management, unions, federations, and associations, to establish and maintain relationships and provide expertise
- Ability to exercise considerable independent judgment, tact and sensitivity with confidentiality and discretion in dealing with internal and external clients
- Demonstrated leadership and success with negotiations, conflict resolution, mediation and problem solving
- Excellent research, documentation, presentation, and communication skills, both written and verbal with attention to detail and accuracy
- Ability to use judgment and work independently in fast paced environment to meet timelines
- Demonstrated initiative, problem solving and decision-making skills and the ability to foster change
- Demonstrated ability to manage multiple priorities in a dynamic and changing environment.
- Demonstrated experience using key performance metrics for reporting and statistical analysis
- Proficiency with Microsoft applications; (Word, Excel, PowerPoint, Outlook) HRIS, SharePoint, Absence Management and Dispatch System, reporting tools, and Visio workflow design.
- Record of satisfactory on-the-job performance while employed by the Peel District School Board
