Job Description:Reporting to the Director, Security and Parking Operations, the Manager of Parking Operations & Grounds Maintenance is responsible for the oversight of all matters related to daily parking operations, grounds maintenance, and any external activities across the organization. In addition, the Manager of Parking Operations & Grounds Maintenance is responsible for THP’s Shuttle Service, Non-Urgent Patient Transport service, Internal Plant maintenance, and external infrastructure improvement projects. The position is required to provide a safe and secure environment for all patients, visitors, staff, volunteers, and learners that access THP properties. THP’s roadways, walkways, and parking lots are the first impression when accessing THP property, and it’s crucial to ensure our infrastructure is safe, accessible, and easy to navigate for all. The Manager of Parking Operations & Grounds Maintenance is a member of the hospital management team and participates in hospital wide management activities as they relate to corporate initiatives. The Manager is a strategic and logistical planner with strong interpersonal, administrative, and the ability to execute quality management.
Position Summary:- Responsible for daily Parking & Grounds Maintenance operations by accomplishing departmental goals and objectives
- Responsible for management of Parking & Grounds Operations staff and leadership of all parking employees working at all THP including staff assigned to THP through outsourced provider
- Develop and maintain ongoing succession planning with staff within the portfolio
- Conduct career development and set strategic goals for staff directly reporting in to the role.
- The role will have autonomy to make financial decisions to improve parking and grounds operations
- Ensure to strategize with HR on recruitment process for any vacancies under the Parking and Grounds portfolio
- Conduct performance review for staff working under the Parking and Grounds portfolio
- Support and oversee all contract related terms & conditions related to Parking, Grounds Maintenance, Shuttle Services, Non-Urgent Patient Transport, and Internal Plant Maintenance
- Responsible for external infrastructure improvement projects, aimed at improving safety and accessibility at THP
- Responsible for developing site specific Traffic Demand Management strategies to mitigate external pressures, improve site circulation, limit carbon footprint, enhance access to THP
- Monitor Summer & Winter weather conditions to ensure appropriate measures are in place.
- Developing snow maintenance plan for each individual storm, confirming appropriate equipment, resources, and arrangements are in place to maintain safety throughout
- Oversee site cleanliness (litter & garbage removal) across the entire campus (including parkades)
- Responsible for working alongside Clinical Programs and Patient Transport provider to ensure patients are being transferred in a safe & efficient manner, based on their specific care needs
- Review monthly transport reports to understand data trends, opportunities for improvement
- Frequently working alongside Community Stakeholders (Police, EMS, Fire, MiWay, WheelTrans, Taxi Services, Region of Peel, City of Mississauga/ Toronto, etc.)
- Be aware and involved in all external related activities/ construction, to determine level of disruption to vehicular, pedestrian, and general access across the campus
- Working alongside Joint Occupational Health & Safety to identify external deficiencies, along with corrective action to mitigate risk
- Identifying/ correcting any maintenance related concerns within parking facilities, surrounding lots
- Monthly review of all revenue & expense reports from Parking provider
- Provide recommendation and strategies for Parking Revenue Annually
- Responsible for developing annual revenue analysis, in an effort to forecast based on trends/ changes across the campus
- Prepares and manages budgets for Parking & Grounds Maintenance cost codes. Strategies to manage a balanced budget, without compromising safety & accessibility at THP’s sites
- Responsible for the upkeep of parking equipment and minimizing service level disruption by working collaboratively with parking provider
- Responsible for the development of overflow procedures to support external capacity pressures
- Provide direction and subject matter expertise during stakeholder engagement discussions
- Develop and maintain departmental policies, procedures, and standard operating procedures
- Manage and coordinate departmental needs with third party vendors on a regular basis
- Ensure all Parking & Grounds Maintenance staff are trained & educated on Corporate Initiatives
- Demonstrate effective selection, recruitment, orienting, and training of staff
- Ensure effective customer service is provided at all times, leveraging parking provider’s dispatch team during after hour support
- Monitor changes in legislation and accreditation standards that impact the Parking & Grounds Maintenance portfolio
- Work alongside Patient Relations for any questions or concerns that are brought forward from the community
- Ability to investigate and work alongside stakeholders in the event of an external incident that requires a detailed review
- Track and monitor monthly data analytics related to the Parking operations (trends, volumes, peak periods) in an effort to guide decision making
- Promote an environment that supports best practices, high standards, innovation, and team work
- Promote system improvements that enhance value from procurements, service providers, facilities, and safety
- Liaises with Director, Security & Parking on Parking & Grounds Maintenance related decisions that will have an impact on the operation of the Hospital
- Be flexible with working out of all THP sites, and at various times of the day depending on the needs of the Hospital
- Job duties may change by Senior Management based on the needs of the department and THP
Key Qualifications:- University Degree or College Diploma preferably. Equal combination of education will be considered
- Minimum 5 years working experience, that relates to Parking & Grounds Maintenance, specifically within a healthcare setting
- CPA or IPI designation is preferred
- Exceptional interpersonal skills to build partnerships and collaborative relationships both internally and externally
- Excellent leadership and change management skills with the ability to develop and motivate an effective team required
- Excellent communication, facilitation and negotiation skills required;
- Ability to analyze problems, interpret operational needs, and develop integrated, creative solutions
- Well-developed conflict management and problem-solving abilities required;
- Demonstrated knowledge of applicable legislation and standards related to the field of Security required
- Demonstrated experience in dealing with critical situations i.e., fires, disasters, missing patients, violent incidents, etc.
- Demonstrates ability to manage multiple initiatives with competing priorities required
- Effective analysis, strategy forming, and reporting skills required
- Ability to train groups of people with diverse levels of security knowledge required; v Ability to engage and influence stakeholders when necessary
- Demonstrated commitment and ability to provide ongoing excellent customer service required
