Subsidiary: Colas Rail Canada Inc.
The Communications Systems Project Coordinator will be within the Rail and Systems team and will report to the Project Manager for this discipline and assist in the day-to-day activities required for the delivery of the Communications Systems package within the allotted Time and Budget, with due level of Quality and Safety and in compliance with the contract and any applicable requirements.
The role includes coordination of the design with the construction requirements, follow-up on all activities including manufacturing, factory testing, transport, delivery, storage, installation and Testing & Commissioning (T&C) for the discipline, ensure proper integration with the interfacing and overarching systems, handover activities as well as follow-through on the post construction activities such as performance demonstration during the defect notification period, until the final handover of the work package.
- Review the vendor documents and administer the Aconex review process with the relevant parties: lead designer, RAMS, Quality, T&C, etc.
- Review the Designer’s documents for the various facilities for constructability
- Package the vendor documents for submission to the City
- Manage the comments from the City’s review (ROCO) and their resolution with the vendors’ engineers and lead designer
- Administer the procurement of the equipment both at the receiving end from the vendors and also dispatching to Installer for on-site installation
- Aid in the resolution of interface issues that may arise between two or more interfacing vendors with the objective of achieving resolution and closure on all relevant Interface Control Documents (ICDs)
- Coordinate the integration of Communications Systems on EVLW with those on the existing Stage 1 project
- Lead the weekly progress meetings on behalf of the PM (as needed), record and circulate the minutes of meeting
- Lead/attend the technical meetings with the Designer and vendor(s) where specific technical issues get discussed and resolved
- Attend Factory Acceptance Testing (FAT) events as required in Canada and abroad
- Review and follow through the vendors’ and Installer’s schedules, both main schedules and 3 week look-aheads
- Work with the MIP Installation team to ensure site queries that arise get answered timely
- Schedule and lead on behalf of COMMS any required installation coordination meetings with Facilities and other MIP subs
- Track progress for design, ICDs, RFIs, procurement, installation and other relevant KPIs
- Follow applicable safety policies and procedures and enforce their application by subcontractor(s) and direct reports
- Ensure/enforce conformance of the Communications Systems activities and deliverables to the project’s quality requirements
- As the project progresses beyond the construction phase, the role will transition to:
o T&C-related tasks such as reviewing Site Acceptance Testing (SAT) and System Integration Testing (SIT) procedures and witnessing the execution of SATs and SITs
o Follow-up on snags and seek resolution
o Coordinate the final close-out / turnover documentation: O&M manuals, training manuals, as-builts, spare parts lists and deliveries, and warranty certificates
o Support the post-execution activities in the Infrastructure Performance Demonstration (IPD) phase in relation to Communications Systems:
- Perform other tasks as required by the Rail & Systems team
- Attained a bachelor’s degree in engineering, technology or computer science (or work experience in a related field)
- Broad technical knowledge and project coordinating experience in Communications Systems on railways projects: Communications Transport System/Fiber Optics (CTS/FO), CCTV, Public Address (PA), Visual Message Signage (VMS), Access Control, Telephony, Radio and WiFi
- Knowledge of SCADA and its interfacing systems/devices is a plus
- General understanding of interfaces: system to system; system to facility; system to Light Rail Vehicle (LRV) etc.
- Excellent communications and problem-solving skills; ability to recognize and analyze gaps; and a team player
- English proficiency is mandatory (reading / writing / speaking) – French is a plus
- AFP / PPP / P3 construction project work experience is an asset
- PMP or Prince 2 certification is a plus
