Job Description Job ID: 36950Job Category: Project ManagementDivision & Section: Solid Waste Management Services, SWM Business ServicesWork Location: METRO HALL, 55 JOHN STJob Type & Duration: Full-Time, PermanentSalary: $112,000 -$144,200Shift Information: Monday to Friday, 35 hours per weekAffiliation: Non – UnionNumber of Positions Open: 1Posting Period: 18-Jul-2023 to 01-Aug-2023Job DescriptionTo provide support to the Manager, Contract Integration Management & Compliance on the planning and implementation of initiatives related to risk management frameworks, policies, and procedures, as well as compliance and assurance activities that support the associated short and long-term program requirements and accountabilities of the Solid Waste Management Services Division.Major Responsibilities:Manages projects related to the development and implementation of the Division's Risk Management, Compliance and Assurance Framework and activities that support to advancement of best practices in the fields of Risk management, Quality assurance, Process Analysis and Compliance Reviews.Supports the unit's divisional liaison role with oversight bodies, including the Auditor General's Office, Internal Audit Division, Ombudsman and Lobbyist Registrar.Supervises, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.Develops, recommends and administers the annual budget for a team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.Manages assigned projects and vendors, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.Leads project teams according to City practices, to advance project deliverables, facilitate program and project implementation, monitors and evaluates project progress.Manages implementation issues as they arise in consultation with the Manager, monitors the progress of project teams, and initiates corrective actions to mitigate and manage project issues.Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government related to contract life cycle management and/or compliance and assurance.Analyzes policy and programmatic/operational related issues, develops strategies, makes recommendations to Divisional Senior Management, stakeholders and other accountable parties and participates in implementation of policies, programs and projects.Establishes, maintains and fosters linkages to other Divisions to ensure effective partnerships and alignment to other corporate priorities and strategic actions, and works to ensure adherence to common goals to minimize duplication and maximize efficient use of resources in order to advance project deliverables on time and on budget.Prepares, reviews and advises on, studies and plans regarding implementation of any new changes to risk management, compliance and assurance systems, programs and policies.Prepares detailed, timely and recurring reports, briefing notes and presentations to senior management and other accountable parties related to the divisional contract portfolio and related compliance consideration.Consults with staff and with stakeholders and corporate partners such as PMMD, Legal Services, Internal Audit Division and others as required to support the development, implementation and maintenance of policies and tools related to risk management, compliance, and assurance.Reviews, tracks and evaluates progress and performance as it relates to the delivery of assigned projects to ensure adherence to schedule, funding, and project scope.Tracks and reports on the status of assigned projects including work completion and budget and schedule expenditure. Reports on system impacts based on baseline or revised schedules.Represents Solid Waste Management Services Division at meetings and on various committees including staff and stakeholders; attends contract management and/or assurance related consultation meetings as required.Fosters and maintains cooperative working relationships within and external to the division.Key Qualifications:Post-Secondary education in Business Administration, Risk Management, Quality Assurance, Audit, or other related discipline, or an equivalent combination of education and experience.Extensive strategic planning experience and organizational analysis that supports business transformations and change management in a large and complex organization. Experience in applying this to the integrated waste management system and waste industry sector is considered an asset.Extensive management and organizational experience in strategic project management, managing multiple projects from inception to implementation, including managing and balancing project budgets, management of project teams and the ability to handle multiple and diverse projects and priorities, in a detail and deadline-oriented, fast-paced environment.Considerable experience in the use of risk management and mitigation models and/or compliance and assurance models.Considerable experience conducting and supervising Compliance and/or Quality Assurance reviews, providing work direction, guidance and support to staff.Experience in contract management and/or project management, including management of scope, costs, time, risks and resources as well as the management of a team and/or contractors/vendors.Experience in the preparation and review of standard operating procedures, and the creation of staff reports to Management and Sr. Management.Experience using enterprise financial systems (SAP or equivalent) and/or contract management systems (PTP or equivalent).Excellent interpersonal skills and highly developed communication and presentation with the ability to communicate both orally and in writing at all levels of the organization, and with staff, consultants and contractors.Excellent problem solving and decision-making skills with the ability to handle and resolve difficult situations in a professional manner.Ability to work effectively with other employees in a team-oriented environment and carry out instructions with minimal supervision.Ability to exercise political acumen, sound judgment and discretion in dealing with confidential matters.Equity, Diversity and InclusionThe City is an equal opportunity employer, dedicated to creating a workplace culture of inclusiveness that reflects the diverse residents that we serve.
