Reporting to the Head of Vehicle Programs, the Senior Project Manager is accountable for managing project management teams consisting of Project Managers with integrated TTC and consultant project teams, as well as any assigned projects. These teams will be responsible for the coordination, implementation and management of multi-year, multi-discipline capital projects, programs and portfolios from inception, planning, design, procurement and production through safety certification, commissioning, and to project close-out. The Vehicle Programs Department is responsible for the management of the procurement and delivery of TTC revenue service vehicles including buses (eBus, hybrid and Wheel-Trans), streetcars and subways as well as major overhauls of these vehicles
- Directing and managing assigned Project Managers in the development of capital budget and delivery of capital projects to meet the TTC’s requirements.
- Assisting the Head of Vehicle Programs in the development of appropriate budget for the Vehicle Programs Department.
- Ensuring the development of detailed strategic Goals and Objectives for the Project Management Section of the Vehicle Programs Department.
- Ensuring accountability at project management levels, development of technical and supervisory competence and applicable succession planning through internal development and promotion, or external hiring as required.
- Ensuring timely reporting of financial and performance results, including any significant cost, security, safety, human resources or project management issues to the Head of Vehicle Programs, Project Sponsors, or other Senior Managers as appropriate.
- Ensuring policies and standards of the TTC are adhered to by all employees in the Project Management Section of the Vehicle Programs Department.
- Planning, directing, managing and monitoring the work of and delegating responsibility for the Project Management Section in an efficient and cost effective manner.
- Acting as a resource to provide consultation, direction, advice and guidance regarding project management issues and other complex engineering problems/issues in a timely and accurate manner.
- Ensuring assigned projects are managed and built to the TTC’s design standards and meet the requirements of the client group by monitoring and directing, as necessary, the design review, construction and certification processes.
- Liaising with senior TTC staff, elected officials and senior governmental and third party staff to ensure their requirements are addressed.
- Managing the approval process for changes in contract specifications and conditions.
- Establishing general criteria and ensuring development of commissioning and safety certification plans on significant projects as required.
- Ensuring the development of appropriate quality assurance programs are established for the Project Management Section of the Vehicle Programs Department.
- Substituting for the Head of Vehicle Programs as required.
- Responsible for providing leadership in overseeing the work of Group and/or Department staff (either directly or through direct reports) ensuring that accessibility/accommodation needs of TTC passengers and/or employees are effectively met in a timely fashion in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.

- Completion of a University Degree in a relevant discipline, or a combination of education, training and experience deemed to be equivalent.
- Registration as a licensed Professional Engineer or possession of a similar professional accreditation in the Province of Ontario is an asset.
- Certification as a Project Management Professional (PMP), or MBA is preferred.
- Understanding of vehicle asset management planning and principles, engineering and configuration change management, quality assurance and control standards, life cycle management, costing, and knowledge of data collection, validation, analysis and uses.
- Extensive progressive experience in the areas of general project management and engineering management of transit vehicles and/or large multi-discipline projects.
- Demonstrated experience in formulating project goals and objectives, and associated budgets both at high level and in detail.
- Sound knowledge of business administration, fiscal and human resources policies, and legislation/regulations regarding safety, employment, etc.
- Sound judgement; highly developed management skills; effective interpersonal, team building, oral and written communication, negotiation and mediation skills; excellent analytical, problem solving and decision making skills.
- Proven ability to work with multi-discipline teams, resolve and manage complex project issues, and maintain effective working relationships.
- Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
