Position Overview
Reporting to the Senior Manager, FMS Shared Services, the Senior Financial Officer supports Financial Management Support (FMS) Shared Services in planning and implementing FMS Shared Services. The Senior Financial Officer supports FMS Shared Services clients in managing the functional responsibilities associated with financial planning, budgetary preparation, and budgetary operational control in adherence to the First Nations Financial Management Board (FMB) mandate.
The Senior Financial Officer plans and directs all accounting operational functions, manage the accumulation and consolidation of financial information for internal and external financial statements, and assesses accounting and internal control systems, according to the client service agreement and FMB mandate.
Accountabilities
- Supports Senior Manager, FMS Shared Services in planning, management, and delivery of FMS Shared Services
- Manages direct reports, where applicable;
- Supports FMS Shared Services clients in back office and accounting functions, according to the terms of the service agreements, which may include the following tasks:
- Assist clients with budgeting and internal control policies, procedures, and operations;
- Maintains year-end working papers and spreadsheets, and assist with preparation for any audits or independent reviews;
- Maintain current knowledge of regulatory changes and impacts on the client’s books of account;
- Assists with key banking and payment processing relationships including vendor statements and wire transfers;
- Assists the accumulation and consolidation of all financial data necessary for an accurate accounting of consolidated business results;
- Assesses current accounting operations and control systems, offering recommendations for improvement and implementing new processes;
- Develops and documents business processes and accounting policies to maintain and strengthen internal controls;
- Assists with the client’s accounting cycle including general ledger account reconciliations, cash management, payroll, cheques issuance, invoice payment, accounts receivable, purchase orders, coding, requisitions, and postings;
- Assists with risk assessments and testing of controls ensuring quality control over financial transactions and financial reporting.
- Assists with the preparation of the budget and financial forecasts and report variances;
- Prepares timely monthly and quarterly financial statements, per the Financial Management System (FMS) Standards;
- Supports month-end and year-end close process;
- Analyzes everyday financial activities and provides assistance to the Council and senior management of the client;
- Assists with designing, preparing, and presenting financial reports to the Council and senior management;
- Promotes and maintains a corporate culture that encourages ethical practices, individual integrity, and economic and social responsibility.
Qualifications
- A Degree in Finance, Accounting, Economics, or another business-related field;
- A professional accounting designation (CPA, CMA, or CGA);
- 7+ years of accounting and finance experience, time as a Senior Financial Officer or Controller preferred;
- Experience working with Indigenous Governments, organizations and communities considered an asset;
- Knowledge of Public Sector Accounting Standards (PSAS) reporting requirements;
- Knowledge and understanding of the Government’s financial reporting and budgeting cycle, policies as it pertains to the FMS Standards;
- Superior communication skills and an excellent command of written and spoken English. French language skills considered an asset;
- Thorough knowledge of accounting principles and procedures including general ledger functions, month-end and fiscal year-end reporting process and creating financial statements;
- Professional skills in financial analysis, planning and applying strategic vision to an operational model;
- Excellent accounting software skills including knowledge of SAGE, SAGE 300, and Adagio accounting software;
- Experience developing internal control policies and procedures;
- Ability to prepare and explain financial reports to senior management and political leadership of clients;
- Experience with Microsoft Office Suite including an advanced proficiency with Excel spreadsheets;
- Experience in the supervision of staff including team leadership, performance management and training and development an asset.
Equivalent or relevant education and/or experience may be considered.

Working Conditions
- This position could be based in West Vancouver, Winnipeg, Ottawa, or Montreal; Permanent remote working across Canada may be considered;
- Requires occasional national travel.
