Job Summary:
Reporting to the Assistant Superintendent of Human Resources (HR), the Director, Human Resources assumes responsibility for a variety of HR programs and functions including staffing and recruitment, orientation, employee and labour relations, and training. This position provides sensitive and strategic support to administrative and management staff regarding employee issues and labour relations, including collective agreement application and interpretation. The Director develops, implements and coordinates a variety of HR programs, policies and procedures. The director leads the HR team, providing guidance and coaching for HR employees, and encourages continuous learning and development.
Duties and Responsibilities:
- Plan, develop, recommend, implement, and evaluate select operations of the Division’s human resources function.
- Lead, manage, and coordinate the analysis, development, preparation, and issuance of written HR policies, operating guidelines, and procedures. Ensure consistent application and monitor compliance.
- Advise and assist administration and employees with respect to the interpretation and administration of collective agreements, policies, and programs.
- Provide coaching and conflict resolution support to administration regarding people management issues, including but not limited to terminations, respectful workplace complaints, and general employee and labour relations (grievances and dispute resolution).
- Take a lead role in preparing for and supporting the negotiation of collective agreements.
- Participate actively on various committees.
- Administer compensation provisions and benefits programs.
- Oversee recruitment, selection, and recruiting processes.
- Ensure the HRIS system is maintained and optimized to ensure data integrity and accuracy.
- Source training opportunities, and coordinate professional development and information sessions for staff.
- Ensure that human resource programs, policies and procedures continue to evolve to support the organizational and service delivery needs of the school division.
- Champion a culture of equity, inclusion, and diversity.

Qualifications, Skills and Abilities:
Qualifications
- Minimum of a bachelor’s degree or equivalent in HR, business, or organization development and a minimum of five years of progressive HR experience in HR positions, or an equivalent combination of education and experience.
- CPHR designation or working toward obtaining the designation is an asset.
- Experience in a large, unionized environment (experience in a Manitoba school division or other public sector organization preferable).
- Demonstrated ability to lead and develop HR staff members.
- General knowledge of applicable provincial and federal employment laws and practices.
- Excellent computer skills in a Microsoft Windows environment. Must include Excel and HRIS experience (employee data management and reporting).
- Must have a driver’s license and access to a vehicle.

Physical Demands and Working Conditions:
Physical demands
- Sitting for long periods of time in front of a computer screen may be required.
- Occasional requirement to drive to various school and other divisional locations.
Working conditions
- Exposure to noise and frequent interruptions with conflicting demands and deadlines.
