SCOPEReporting to the the Manager, Financial Planning and Budgets, the incumbent is responsible for analyzing and reporting on the financial data related to the University Operating Budget. They are also responsible for assisting in the budget planning process and liaising with internal departments on financial planning and budgeting matters.
PRIMARY RESPONSIBILITIES
- Analyze University departmental operating budgets.
- Monitor the financial performance of units. Review and follow-up on all documentation related to financial management.
- Provide analytical budget and projection support to university departments. Produce budget and projection reports and summaries for respective units, and collaborate with departments on a regular basis to ensure budget controls and compliance with university guidelines by flagging position variances and large O/S Commitments and abnormal charges posted.
- Maintain relationship with various departments that supply information needed for budget preparation and review.
- Assemble and summarize data to structure sophisticated reports, including supporting documents for periodic meetings on financial status, risks and salary/non-salary surplus, in order to support the FS senior management and Budget Review Working Group in making well-informed decisions.
- Recommend and initiate improvements regarding budget process and procedures.
- Analyze, prepare, and enter operating budget data into the financial system. Processes budget transfers when necessary. Maintain operating organizational structure in the financial system.
- Liaise with the various directorates as well as financial services to ensure account reconciliation and that actual results comply with University policies.
- Train employees in the sector responsible for unit budget planning, monitoring and reconciliation.
- Design and implement process control measures to enhance greater efficiency of services, when applicable.
- Perform other duties as required by the Manager and Senior Director.
QUALIFICATIONS- Bachelor's degree in Accounting or Finance or in a field relevant to the primary responsibilities and four to seven years of budget/finance experience.
- Advanced knowledge of accounting, budget and bookkeeping policies and procedures.
- Good knowledge (Level 4) of spoken and written English in order to communicate effectively with students, staff and faculty, as well as to draft correspondence, documentation and reports. Basic knowledge (Level 3) of spoken French.
- Advanced knowledge of Word and Excel; basic knowledge of PowerPoint.
- Knowledge of SAP (university financial management system) is an asset.
- Good understanding of business process analysis principles.
- Excellent analytical, interpersonal and communication skills with the ability to deal sensitively with individuals.
- Excellent organizational skills in order to effectively organize work and set work priorities under time constraints.
- Demonstrated ability to make proposals and recommend and implement solutions for immediate and long-term goals.
- Keen attention to details.
- Aptitude to work in a service-oriented environment.
- Ability to work both as member of a team and independently.
