The hiring range for this position is from $98,564.70/annually to $113,343.75/annually.
The Eastern Ontario Regional Laboratory Association (EORLA) is currently offering an exciting opportunity to make a positive impact on employee engagement and the culture in a dynamic healthcare setting. We are seeking an experienced Human Resources (HR) and Labour Relations (LR) Business Partner who understands the value HR brings in enabling the strategic objectives of an organization. As a partner to operational leaders, you will provide subject matter expertise and design HR/LR solutions across a broad range of HR/LR practices and programs including, but not limited to, performance management organizational development/training, workforce planning, recruitment, compensation, health and safety, organization design, collective bargaining and interpretation and application of the collective agreement.
What does the HR&LR Business Partner do?
- Serves as a subject matter expert providing counsel, advice and direction to operational leaders;
- Supports the prioritizing of operational needs and enabling strategies;
- Leads the development and implementation of programs and policies in support of a broad range of human resource initiatives;
- Identifies, tracks and reports on key human resource labour relations performance indicators to support the development of programs and policies;
- Leads major organizational development and transformation projects;
- Supports and/or leads major labour relations issues including grievances, arbitration, conciliation or other dispute resolution mechanisms;
- Conducts reviews on organizational health and other issues leading to the development of action plans;
- Leads and/or supports investigations on employee and labour relations issues (code of conduct, harassment);
- Serves as key interface with union representatives to resolve issues;
- Leads collective bargaining and serves on related labour committees and non-union committees and working groups;
- Monitors organizational compliance with legislation, collective agreement and policy;
- Oversees the recruitment and selection processes with a focus on senior-level roles;
- Identifies organizational education and training requirements and develops response (creates materials, delivery, identification and selection of third party vendor/service);
- Supports the annual performance management and compensation review cycle;
- Acts as a senior advisor to committees and working groups.
Who is EORLA?
The Eastern Ontario Regional Laboratory Association is a member-based, not-for-profit organization providing the laboratory services for the acute care hospitals of the Champlain Region. EORLA oversees the operations of 18 licensed hospital-based clinical laboratories that serve the clinical programs of the 16 member hospitals. Through its mission of providing the best patient outcomes through modern laboratory medicine, innovation and academics, EORLA laboratories provide diagnostic tests for hospital inpatients and registered outpatients. Comprehensive testing is provided by a team of approximately 900 laboratory professionals, providing services in the disciplines of Anatomic Pathology (including Molecular Oncology), Biochemistry, Hematopathology (including Transfusion Medicine, Tissue Typing and Hematology) and Microbiology.

Basic Requirements
- Completion of a university degree in labour or industrial relations, human resources, business or law;
- Minimum of seven years of previous experience in human resources with at least three years in a labour relations role;
- Broad knowledge of a range of labour relations and human resources program design, delivery, assessment, and evaluation methodologies, processes, and practices;
- Strong knowledge and experience with collective agreements and relevant governing legislation, policies, procedures, and processes (human rights, labour, privacy, employment);
- Advanced experience with change management, project management and leadership development;
- Proven ability to build and sustain relationships with internal and external stakeholders;
- Excellent written and oral communication skills with the ability to engage, influence others and build consensus;
- Skilled presenter with advanced facilitation and negotiation skills;
- Sound problem solving and conflict resolution skills;
- Demonstrated organizational skills with the ability to work effectively in a small team environment and autonomously;
- Experienced with managing tight deadlines and multiple priorities;
- Ability to exercise sound judgement, tact, and a high degree of confidentiality;
- Proficiency with Microsoft Office suite and Human Resources Information Systems (HRIS);
- Must have a valid driver’s license and vehicle as some travel between laboratory sites is required.
As a pre-condition of employment, all new EORLA employees will be required to obtain and provide a satisfactory Criminal Records Check dated within six (6) months from the date of issue.

Rotation/Shifts
Days, 8 hour shifts. For information purposes only - EORLA reserves the right to change.
Preferred Qualifications
- Bilingual (French and English) is highly desirable;
- Previous experience in a Healthcare or Laboratory environment is considered an asset;
- Master's degree in labour or industrial relations, human resources, business or law is considered an asset;
- CHRP designation is considered an asset.
