Description:
Reporting to the Director of Corporate Services, this position is responsible for administering the five-year capital plan, incorporating direction from the City’s Long Term Financial plan, Asset Management Plan and state of infrastructure and changes requested by directors.
Position Specifications:
- Administers the five-year capital plan;
- Participates on the five-year Capital Plan Steering Committee;
- Supports City departments/divisions with their capital budget preparation, needs assessment, monitoring and accountability;
- Conducts research to identify and monitor grant opportunities by the Federal and/or Provincial governments or other funding sources;
- Excellent knowledge of proposal submission and fundraising process;
- Interacts with other agencies to ensure that the grant projects comply with program guidelines;
- Tracks and develops timely reporting on 3rd party funding agreements & programs; allotments, claims adjustments and issues;
- Reports and manages corporate contracts and agreements;
- Supports year end process for reporting on capital expenditures and related revenue from third parties;
- Performs related duties as assigned.
Education and Experience:
A University Degree in Business Administration, Commerce or Economics and a recognized professional accounting designation is required. Experience with budgeting in the public sector would be an asset.
Knowledge and Desired Skills:
- Experience with public sector and/or municipal asset management would be an asset;
- Experience using Oracle Fusion would be considered an asset;
- Proficient in use of Microsoft Office products (Excel, Outlook, PowerPoint, Teams, Word);
- Excellent knowledge of proposal writing, submission, and fundraising process;
- Ability to establish and maintain effective working relationships with internal and external stakeholders;
- Ability to study and understand programs and funding requirements of the organization;
- Strong research skills and knowledge of information sources;
- Multitasking, organizational and time management skills;
- Interprets capital budget data, identifies trends, and analyzes variances;
- Stays current with accounting standards, financial regulations, and industry best practices.

Salary: $72,246.28-$95,274.79 per year
