The Cash Management Unit is currently seeking a highly skilled and motivated professional to fill the position of Treasury Analyst with the Ontario Financing Authority. The Cash Management Unit of the Ontario Financing Authority (OFA) is the central cash manager of the Province of Ontario. It manages over $7 billion in cash flows daily in accounts at all of the major Canadian banks. - fund corporation and agencies' accounts and ensure timely and accurate cash management
- provide input and advice for the application of economic and statistical forecasting models
- generate revenue and expenditure forecasts
- generate key daily management and operational reports, and provide treasury, economic, financial and policy advice on complex developments in financial markets
- You have knowledge of principles and practices of economics, including macro/micro-economics, monetary policy, fiscal policy, statistical and quantitative forecasting methodologies, multi-currency cash management, cash flow forecasting, bank account funding, and related systems in a large public organization,
- You have knowledge of financial markets, fixed income securities, foreign exchange transactions, derivative products and current issues relating to derivatives and other financial instruments
- You have knowledge of corporate finance, including time value of money, business capital budget methodologies, long-term financing and leasing, capital structure management and dividend policy
- You have knowledge of the Canadian Payment System, especially that of all the major banks' products and instruments, requirements and payment processes in various currencies in order to transfer funds between several bank accounts daily.
- You have the ability to acquire knowledge of Ontario and Ontario Electricity Financial Corporation's debt structure and related interest expense (Interest On Debt) as well as government budgeting policies and procedures, and payments and revenue collection processes
- You have the ability to undertake analytical assignments in order to conduct business case analysis and other quantitative methods to evaluate and assess financial initiatives from public sectors.
- You can provide input to and interpretation of the application of a variety of financial forecasting models, to optimize financial forecasting and financial management for the province.
- You can conduct a variety of research and analyses to support the development of investment, borrowing and risk management policy options.
- You are proficient with computer spreadsheets, word processing, database and other utility software
- You have experience manipulating data and generating reports using cash flow projection/ management applications
- You have effective oral and written communication skills to provide regular and ad-hoc updates and report critical data on matters related to investment portfolios, forecasts and cash management functions
- You use your interpersonal skills to foster effective relationships with stakeholders
- You are able to prepare various communication materials (such as briefing materials) to support provincial cash management
