About the Position
The Defence Personnel Services Officer (DPSO) works within the Defence Section Ottawa (DSO). The DPSO is responsible for providing specialist personnel support, in accordance with current policy and legislation, for all members of the Australian Defence Organisation (ADO) and their recognised dependants on long-term postings to Canada. The role requires development of a specialist understanding of Defence Conditions of Service (CoS).
The DSO is responsible for building and maintaining military-to-military relationships and facilitates Defence policy objectives in Canada. The DSO is also responsible for providing administrative and welfare support to ADO members and their families throughout their long-term postings to Canada, in support of Australia’s security interests and fostering defence partnerships.
The key responsibilities of the position include, but are not limited to:
· Provide specialist support, sound advice and recommendations based on current legislation and policy on a wide range of administrative tasks.
· Coordinate workflow and prioritise complex administrative tasks pertaining to ADO personnel and their dependants, making independent decisions and determinations within the bounds of the position delegations.
· Coordinate and create written documents pertaining to ADO personnel entitlements, including but not limited to arrival and departure procedures, long and short-term accommodation, international removals, healthcare, processing of payments and reimbursements.
· Work collaboratively with the Defence Office Manager (DOM) to conduct financial administration, including monitoring DSO finances, contribute to DSO budget reporting and submissions, and prepare for auditing activities and requests for information on Defence activities.
· Act as a contract administrator providing financial oversight and ADO specific advice to external stakeholders contracted to support the delivery of service conditions to ADO personnel in Canada. This includes liaison with internal and external stakeholders on moderately complex operational and administrative matters.
· Undertake Defence Records Management responsibilities within the provided systems access, in accordance with regulations and Defence policies.
· Develop an understanding of and the ability to execute duties of the DOM, in their absence, along with other duties as directed, in support of the DSO.
Qualifications/Experience
· Demonstrated experience in financial and human resources management (industrial relations experience is desirable).
· Demonstrated ability to develop productive workplace relations with internal and external stakeholders.
· Highly developed communication and interpersonal skills, including the willingness to advocate on behalf of members, families and Defence.
· Demonstrated ability to efficiently manage a large and diverse workload both independently or as part of a small team, with limited supervision.
· High-level administrative, organisational and negotiation skills, including a demonstrated ability to utilise Microsoft Office products and web based tools.
· Demonstrated adherence to privacy, confidentiality and organisational policies.
