The Human Relations Advisor provides human resources provides recommendations, advisement, and assistance in HR related areas such as: recruitment and retention, leaves and disability management situations, and workplace wellness, health, and safety, employee files, conducts employee orientation and training, benefits and services, and personnel research. Assists with providing advisement regarding processing of payroll and HR related paperwork for Divisional Headquarters, ministry unit (MU) leaders employees in the Corps, CFS, Thrift Stores, Kettles and Provincial Camping in the Ontario Division. This position supports the delivery of human resources programs, services, and initiatives at Lawson Ministries in Hamilton.
Human Relations
- Provide advisement on full cycle recruitment - including but not limited to completing PCR/RTF, job postings, pre-screening, scheduling & conducting interviews, conducting reference checks, advise supervisor/manager in the selection process, preparing offer letters; on-boarding and general orientation of new employees
- Assist in the development/review of Ministry Unit Employee Handbooks, Employee Orientation Process and policies & procedures relating to Human Relations
- Provide general advisement and support to other leadership team members in matters such as personnel and human resources
- Recommend ways and methods of improving the overall employee experience
- Assist with the disciplinary process by drafting letters, may assist with fact findings and documentation, and scheduling meetings; may participate in investigations as assigned
- Research issues as required by the Senior Human Resources Advisor
- May participate in divisional Human Relations strategic planning
Job Evaluation/Job Description Support Management
- Support Ministry Unit leadership with the development or revision of job descriptions and through the territorial job evaluation process
- Assist Ministry Unit in the creation, review and update of job descriptions and competencies requirements of each job; audit job descriptions for accuracy and relevance in keeping with territorial requirements
- Develop, assess, revise, and communicate divisional job evaluation processes to ensure effectiveness and efficiency
Leave and Disability Support Management
- Assist with occupational and non-occupational return to work and employment accommodation
- Respond to general queries and provide support, including but not limited to group insurance, RRSP, payroll, Manulife/disability; WSIB and e-claims processes
Recruitment, Selection, Orientation and On-Boarding of Personnel
- Review and maintain recruitment and orientation procedures/processes and associated documentation
- Assist Ministry Unit management in the recruitment and orientation cycles
- Assist Ministry Unit with recruitment and hiring packages as necessary
- Assist with creating and maintaining orientation tools and relevant documentation and resources
- Provide human relations advice to Officers/ Ministry Unit Leaders in the recruitment of the right talent and where applicable provide support in coordinating employee transfers
- Assist Ministry Unit in recruitment and selection of the right candidate, review and prepare interview questions as needed etc.
- Assist Ministry Unit with drafting and reviewing employment offer letters as required.
Administration, HR Processes, File Documentation and Data Integrity
- May process and maintain HRIS for Ministry Unit
- Assist with the creation and implementation of effective human resources practices and processes
- Provide guidance and support to Ministry Unit contacts with group insurance, group RRSP and HRIS
- Support HR Operations and Ministry Unit with HRIS data audits to ensure HRIS data integrity; submit requests for the set-up of jobs linked to MU RESPC
- Assist with the maintenance of the DHQ employee contact list
- Prepare and maintain reports, correspondence and other documentation that is necessary to carry out Human Relations functions
Communication and Training
- In collaboration with the Senior Human Relations Advisor, may assist with the development and implementation of training strategies for the Ministry Unit
- May participate in development, implementation, and facilitation of training initiatives, providing tools and materials to Ministry units to facilitate training initiatives, in collaboration with territorial staff
- Provide training materials and tools to the Ministry
Compensation, Benefits and Payroll Administration
- Manage and track DHQ employees Group Benefits eligibility and probationary employees for further follow up plan to ensure employees are enrolled in the plan; educate and advise on Group benefits options etc.
- Ensure all DHQ employees’ personnel files are maintained in accordance with Salvation Army Policies and Procedures.
- Assist Ministry Unit with ensuring that employee benefit forms are completed and submitted to TSA Employee Benefits, uploaded into UltiPro/employee file in a timely manner; includes but not limited to enrolments, changes/updates
Learning and Development and Performance Management
- Ensure Probationary Reviews and PEAC Reviews are completed by DHQ Managers/Directors as required
- Assist the Department Managers to source for appropriate training for staff development
- Process all applications for workshops/courses/education assistance as approved by the appropriate Manager, Director, Regional Human Relations Manager
Health, Safety and Employee Wellness
- Process WSIB claims including the timely processing of documentation to WSIB and e-claims
- Monitor and follow up on employees modified duties plan and Long-Term disability
- Provide oversight to WSIB claims and other health and safety matters as required, including supervision of the Early and Safe Return to Work Program
- Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required
Perform other duties as required.
- Completion of a Post-Secondary College Diploma in Human Resources or equivalent
- Completion or working towards completion of valid HR designation (i.e., CHRP)
- Alternative combinations of education and experience may be considered
Experience and Skilled Knowledge Requirements
- Minimum of 3 years of prior related experience in a human relations function/field
- Strong knowledge/familiarity of relevant HR legislation and regulations within the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, and all other applicable legislation and regulations
- Experience in the administration of benefits and compensation programs
- Experience and working knowledge in HRIS/payroll administration; knowledge of UltiPro preferred
- Experience developing and maintaining processes to ensure efficiencies and effectiveness
- Proficient with computer and Microsoft applications
- Valid Ontario Class “G” driver’s license, clean original copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.
- Strong sense of integrity, professional ethics, attention to detail, meticulous with the ability to always maintain confidentiality
- Excellent organizational skills and time management skills; a flexible self-starter with the ability to multitask

- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check screening as required
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities
Compensation
The target hiring range for this position is $48,178 to $60,223 with the ability to progress to a maximum of $72,268. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
