About the Position
The Human Relations function is committed to creating a work environment where people experience:

This position provides human resources expertise and guidance for Ministry Unit Toronto Housing and Homeless Supports (MHC) leaders and employees in the ministry units. The incumbent collaborates with and provides recommendations on recruitment and retention, salary administration, job evaluation, performance management, sensitive employee relations matters, leaves and disability management situations, and workplace wellness, health and safety. This position supports the delivery of human resources programs, services, and initiatives.
Job Evaluation support management:
- Support leadership with the development or revision of job descriptions and through the territorial job evaluation process
- Audit job descriptions for accuracy and relevance in keeping with territorial requirements
- Develop, assess, revise and communicate divisional job evaluation processes to ensure effectiveness and efficiency
- Monitor compensation and reclassification requirements
Leave and Disability support management
- Develop, assess, revise and communicate divisional leave, disability and workplace injury processes for effectiveness and efficiency
- Collaboratively manage and maintain effective disability management for the MHC
- Manage disability claims and leave of absence
- Provide training and support to the managers/supervisors in the area of disability management
- Manage WCB/WSIB/WorkSafe claims for MHC
- Provide support with workplace injury claims and E-Claims processes
- Facilitate occupational and non-occupational return to work and employment accommodation
Human Relations:
- Remain current with relevant legislation and advising MHC managers of significant changes
- Provide consultation and expertise to MHC leaders on employee relations and performance management matters
- Work with leaders on the day-to-day HR work around performance management, PEAC (Performance, Excellence and Coaching), promotions, compensation, terminations, departures, job description creation/ update
- Participate in investigations/fact finding and abuse investigations as assigned
- Participate in Human Relations strategic planning as required
- Ensure all employee relations practices and procedures within the Units are monitored for continuous quality improvement; develop, review, and revising policies and procedures as required
- Facilitate and ensure communications flow regarding employee relation matters –through the Executive Director
- Ensure compliance with respective governing bodies including The Salvation Army, Employment Standards, Labour Relations, and Human Rights with respect to human resource practices.
- Together with the Executive Director and the Meighen Health Centre, collaborate on decisions and strategic direction for the Retirement Residents and Long-Term Care.
Recruitment
- Review and maintain MHC's recruitment and orientation procedures and associated documentation
- Assist management in the recruitment and orientation cycles
- Post MHC job postings upon request, ensuring postings meet territorial requirements
- Provide recruitment and hiring packages as necessary
- Create and maintain orientation tools and relevant documentation and resources
Union
- Manages the day-to-day interaction with the union
- Handles all grievances
- Coordinate the administration and negotiation of union contracts in conjunction with the Territorial Headquarters (THQ) Labour Relations Team
- Work with management on resolving grievances and assist in mediating workplace disputes
- Participates in arbitrations and works with the THQ Labour Relations team
Supervision
- Coach, mentor and supervise the HR Coordinator/Advisor; ensuring growth and ongoing learning and development
Administration, HR Processes, File Documentation and Data Integrity
- Ensure data integrity of HRIS for MHC
- Create and implement effective human resources practices and processes within MHC, as necessary
- Provide guidance and support with group insurance, group RRSP and HRIS
- Support HR Operations with HRIS data audits to ensure HRIS data integrity
Communication and Training:
- In collaboration with the Division Director, Human Relations (DDHR) and Executive Director (ED), develop and implement training strategies
- Participate in development, implementation, and facilitation of training initiatives, providing tools and materials to facilitate training initiatives, in collaboration with division/territorial staff
- Provide training materials and tools to the MHCs
- Conduct training analysis and make recommendations
Health & Safety
- Collaboratively create, revise MHC’s health & safety policy and procedures
- Collaboratively create, maintain and revise a health & safety strategy for the MHC
- Act as the management co-chair of the joint health & safety committee
- Maintain and revise Annual Workplace Risk Assessments
- Completion of a university degree in social sciences, human resources, or related field
- Completion or working towards completion of valid HR designation (i.e., CPHR)
Experience and Skilled Knowledge Requirements
- Minimum 5+ years progressive experience in a human resources generalist role;
- Strong working knowledge of applicable HR legislation and regulations within the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act, Workplace Safety and Insurance Act, and all other applicable legislation and regulations
- Working knowledge of human resources information systems; UltiPro preferred.
- Experience developing and maintaining processes to ensure efficiencies and effectiveness
- Proficient with computer and Microsoft applications.
- Labour relations experience an asset
- Respect and understanding of The Salvation Army - its mission, culture, and values

Compensation
The target hiring range for this position is $60,421 to $75,517 with the ability to progress to a maximum of $90,632. Placement in the salary range will be based on factors such as candidate location, market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
