The Talent Acquisition Team is part of the Talent Acquisition, Client Experience and Solutions Division of the Human Resources and Citizen Service Department. Focused on building a world class candidate experience and brining leading practice in recruitment to the organization, the team is responsible for end-to-end strategic recruitment for an organization of over 3500 employees.

Position overview:
The Region of Waterloo’s talent team is on a transformational journey and is looking for a strong leader, who is passionate about driving change through the implementation of innovative, best in class Talent Acquisition practices.
Reporting to the Director of Talent Acquisition, Client Experience and Solutions, the Manager, Talent Acquisition is accountable for the design and implementation of modernized recruitment programs, in order to drive a more strategic, service centric and programmatic approach to sourcing, attracting and hiring top talent.
Driven by the expressed goal to provide an excellent candidate and client experience, this role will also be responsible for growing our ability as a recruitment function to scale, based on demand and business needs.
A key part of this mandate is to develop proactive recruitment and outreach activities in support of the Region’s talent needs today and into the future.
This work will be supported and enabled by greater use of technology, tools, and as well as enhanced hiring manager engagement and supports.

What you will achieve in this role:
The core responsibilities of the Manager, Talent Acquisition include the following:
Building programs and strategies to transform the recruitment function and modernize current approaches, with priority focus on strategic and/or complex hiring
In active partnership with the Talent team and other key stakeholders, this work will include the following:
Building our Employer Brand and social media presence (in partnership with Corporate Communications)
Driving Candidate assessment practices
Managing strategic partnerships with educational and other like institutions (i.e. campus recruitment strategy)
Effective Vendor / Consultant management
Building Hiring Manager capability, readiness and accountability to forecast needs, source, attract and hire the best talent
Identify best practices to address recruitment of equity deserving groups and develop partnerships with community agencies that assist with same
Ongoing process review and modernization using recruitment metrics, trends and related data
Develop training content and oversee delivery
Supporting effective Workforce Planning (in partnership with the Total Rewards team and HR Business Partners)
Act as a contributing member of the Talent Acquisition team with direct recruitment efforts in select areas – such as senior level hiring – working closely with the Director and the Talent Acquisition team.
Perform other related duties as assigned
What you bring to this role:
7 to 10 years applicable experience in talent acquisition, including program development & management.
Undergraduate degree or diploma in business or HR management. HR/Talent Management certification would be considered an asset.
Exposure to/understanding of leading talent acquisition practices, technology and methodologies in the marketplace. Experience driving innovative recruitment programs is important.
A demonstrated ability to understand and translate strategic and operational needs into tangible talent acquisition programs
Experience in strong relationship building and change management
Experience with data analytics and trending
Strong project management capabilities.
Exceptional relationship builder and collaborator.
Ability to share expertise and provoke thinking, to effectively influence stakeholders and clients.
Creative, innovative thinker with the ability to find new and/or unique solutions to challenges.
Excellent coaching and facilitation skills.
