Job Description Director, Community ServicesAbout TzeachtenTzeachten First Nation Council and Administration strive to work with the entire community to preserve and promote our culture, support the educational, social, and economic growth of the community so that the membership and residents can flourish and prosper.We work together to develop and implement progressive, vibrant, and sustainable programs and services that contribute to the well-being of the Tzeachten membership and maintain a strong communityPosition Summary and Key Responsibilities.Reporting directly to the Chief Administrative Officer (CAO), the Community Services Director provides overall leadership, direction and support for the planning, development, delivery, and administration of Community Services programs including health, wellness, youth, elders, children & families, recreation, culture, community connections, education, member services and social development. The Community Services Department focuses on the overall well-being of Tzeachten members.This is a full-time position, 35 hours per week.The incumbent performs all duties and responsibilities in accordance with Tzeachten's policies, standards, practices, and procedures as directed by the Chief Administrative Officer (CAO).The key responsibilities include but not limited to the following:Program ManagementProvides leadership, direction, and support in the development of Community Services programs. Recommends program plans and oversees the management of approved programs.Ensures that all Community Service programs and services are developed and managed in alignment with Tzeachten mission, vision, values and our Comprehensive Community Plan (CCP). Ensures traditional and cultural health and wellness approaches are incorporated into community service programs.Facilitates the creation of goals and objectives for individual program and service areas in alignment with the CCP and Tzeachten's strategic plans.Works closely with Chief & Council and external partners to move forward with the jurisdiction transition process relating to child and family services. Leads the development of the service delivery model for prevention programs.In collaboration with the CAO and Director of Finance, leads or directs the negotiation of external agreements in support Community Services and oversees the management of agreements. Supports development and ongoing implementation of intergovernmental agreements, as they relate to Child and Family Services.Works collaboratively with the Sta: lo Services Agency and other health and wellness partners including the First Nations Health Authority (FNHA), Ministry of Children and Family Development (MCFD) etc.Promotes integrated and seamless service delivery to ensure a quality continuum of care for health and wellness programs.Participates in internal and external committees and working groups related to Community Services programs.Ensures that Community Services programs meet the needs of Tzeachten members. Monitors the management of Community Services programs and implements changes as required, and in consultation with the CAO.In collaboration with the Administrative Services and Communications Manager, supports the development and implementation of effective communication regarding Community Services.Promotes community involvement and engages community in determining program and service needs and evaluating effectiveness and satisfaction.Department ManagementProvides leadership to the Community Services department.Communicates effectively and ensures clarity of roles and responsibilities.Ensures managers and staff have the tools, training, and resources to accomplish their work.Ensures that policies and procedures are understood and followed by staff.Ensures a respectful, healthy, and safe work environment including safe work policies and procedures.Responsible for hiring, orientation, supervision, training and mentoring of direct reports.Conducts regular performance planning and review with managers and employees, providing constructive feedback and managing performance as required.Finance and AdministrationOversees the financial affairs of the department and reports on financial performance in collaboration with the Director of Finance.Working with the Manager of Community Connections and the Manager of Health, Wellness and Member Services, develops and manages the annual work plans and budgets for Community Services programs.Provides leadership and support in the development and submission of proposals for funding and approves proposals for funding upon consultation with the CAO and Director of Finance.Oversees the development and submission of financial reports to funding organizations as required.Oversees and monitors the administration of funding agreements.Oversees records management for the department and ensures that filing and records management systems are maintained as required by law or policy.Maintains a current level of knowledge or related external regulations, laws, requirements and programs.Management TeamParticipates as a collaborative member of the Management team.Communicates a positive future for Tzeachten First Nation in ways that gain the support of employees, community, and external partners.In consultation with the CAO, provides updates, reports, and support to Chief and Council about Community Service programs.Keeps the CAO, Management Team and Chief and Council apprised of emergent issues.Other related duties as assigned.QuaIificationsSuccessful completion of a Degree in Indigenous Health Sciences, Public Health, Social Work, Social Development, or a related field. 5-7 years of experience with 2-3 years at a management level within program areas. Or an equivalent combination of education and experience.Experience in planning, developing, and implementing culturally appropriate programs and community-based service delivery.Experience working with Indigenous people and communities.Satisfactory Police Information Check (vulnerable sector)Class 5 Driver's License and acceptable Driver's Abstract.Knowledge, Skills, and AbilitiesKnowledge of Indigenous health issues and determinants of health.Familiarity with First Nation health and social programs.Ability to build, lead and mentor a team.Ability to build and maintain strong relationships with community members and service providers.Ability to exercise and model a high degree of professionalism and confidentiality.Highly developed communication and interpersonal skills.Well-developed conflict resolution skills and the ability to manage sensitive and complex issues.Strong writing skills including report writing.Ability to develop plans, policies, and procedures.Ability to develop and manage work plans, budgets and program reporting.Intermediate level computer skills including Microsoft Office.Strong cultural sensitivity with a deep respect for Tzeachten First Nation culture, traditions language and protocols.Working ConditionsWork is performed primarily in an office and other community locations. May be required to work evenings/weekends on occasion to support community needs.
