Director Operations & Organizational Systems

Communities. Across our three sites, we provide a range of health-related services based on the social determinants of health with extensive community engagement. We are primarily funded through the
Ministry of Health and Long-Term Care/Ontario Health (formerly: Toronto Central Local Health Integration
Network TC-LHIN).

About the Role: The Director Operations and Organizational Systems is part of FHC’s senior leadership team and is responsible for leading the operation of all FHC’s systems. The Director ensures all administrative and organizational systems including finance, human resources, facilities, information systems both technology and management, accreditation, planning, evaluation and data analysis allow
FHC’s programs and services to function optimally. The Director provides consistent strategic and organizational support to all services through effective planning, managing systems and people, and evaluating activities and outcomes for the delivery of high-quality efficient services. The team consists of
5-10 staff across three locations.
Employment terms: Regular Full Time (35hrs/week, evening and weekend hours can be expected)
Salary: $96,366- $113,333 per year along with extended health benefits and HOOPP pension plan
Expected Start Date: As Soon As Possible
Location: Flemingdon site (May occasionally rotate across other sites i.e., Fairview & Thorncliffe Park)
Reporting to: Chief Executive Officer
Responsibilities include:
Administrative Leadership
Manages and oversees the development of operational plans for organization’s administration and centre wide systems
- Oversees organizational and program budgets and ensures organization meets all established accountability measures
- Manages and oversees FHC’s accounting services, ensuring effective financial management systems and policies are developed and implemented
- Manages and oversees FHC’s human resources services, ensuring effective human resources management systems and policies are developed and implemented
- Oversees and monitors property and building management activities, including repair and maintenance, leases and capital projects and expenditures
- Oversees Centre’s compliance with legislation, employment law and accountabilities keeping necessary records and files e.g. insurance, Employment Standards Act, Occupational Health and
Safety, etc.
- Oversees information technology activities and ensures effective information systems are in place
- Oversees decision support to facilitate the proactive management and accountability of the organization
- Ensures all funder reports are submitted in a timely manner providing accurate data and info as required
- Oversees and guides the preparation for and process of accreditation for the organization in conjunction with Director of Community Health and Social Impact
- Oversees and manages research projects in conjunction with Director of Community Health and
Social Impact
- Oversee and support management of back office supports in conjunction with Director Health
Access Thorncliffe Park which is a co-led partnership with external partner the NeighborhoodOrganization (TNO)
- Oversees and monitors policies and procedures to minimize FHC’s risk
- Supports the organizational planning activities e.g. strategic planning, team planning, etc.
Labor Relations and Talent Management
- Provides leadership and guidance to management team around labor relations and union negotiations
- Provides leadership and guidance to management team in the area of talent management
- Provides ongoing guidance, feedback, recognition and coaching to team through ongoing supervision and performance management
- Ensures regular supervision and performance management with direct reports
- Supports the development and maintenance of a strong team
- Supports staff development opportunities and engages staff appropriately in decision-making
- Addresses performance problems as they occur within the team, and supports management team in managing performance of their staff
- Performs discipline as required
- Organizational Support
- Attends Board meetings as needed and provides information to FHC’s Board of Directors when required
- Works closely with FHC’s Board of Directors’ Treasurer to ensure appropriate financial oversight and supports Finance Committee of the Board of Directors
- Oversees the Occupational Health and Safety program of the Centre and functions within the standards set out by the Occupational Health and Safety Act, 2008
- Participates as a member of FHC’s management team, contributing to organizational planning and decision-making
- Official signing officer for the organization
External Relationships
- Links with professional associations and attends/delivers presentations/workshops as required
- Maintains connection with CHCs and local health system peer groups and other stakeholders to assist with and promote sector wide improvements, and to address administrative and systems issues that impact on FHC’s program and service delivery
- Participates in relevant broad-based health planning through working with appropriate organizations in the broader context
- Ensures FHC continues to participate in the evolving health system environment through effective and integrated systems (e.g., represents FHC and other CHCs at various OHT tables)
Professional Competence
- Maintains up to date knowledge of government legislation as it relates to finance, employment, property, not for profits, insurance and liability
- Maintains knowledge of current health and social service systems
- Awareness and knowledge of IT systems, human resources management, financial systems management, planning, accreditation process and evaluation
- Other duties as required
Other
- Completes all administrative tasks required as applicable
- Maintains Electronic Medical Record (EMR) and relevant computer competency as applicable and attends mandatory training as required
- Supports and/or supervises student placements within the health center as required
- Completes any necessary training related to privacy and security, and complies with any privacy and security policies and procedures, to ensure appropriate handling of personal health information
- Expected to review the Occupational Health and Safety policies and procedures and function within the standards set out by the most current Occupational Health and Safety Act, as amended from time to time
- Functions effectively within the various teams at FHC and works professionally, collaboratively and respectfully with all colleagues in the Centre
- Actively participates in the successful implementation of the Strategic, Operational and Program
Plans

Qualifications, Skills, and Proficiencies:
Knowledge and Experience
- Knowledge normally attained at a Masters level degree and a minimum of 5 years progressive experience in management – preferably in a community-based health care setting or not for profit organization, or equivalent academic training and work background.
Skills, Competencies
- Outstanding collaborative team building and leadership skills.
- Knowledge of and experience with financial management systems and human resources management in a unionized environment.
- Experience in the management of computer information systems and their applications.
- Excellent interpersonal and communication skills necessary to work effectively across all levels of the organization’s diverse workforce and clients.
- Excellent group and meeting facilitation skills.
- Demonstrated proficiency in project management including planning, evaluation, and quality monitoring of several projects simultaneously, with a demonstrated capacity to prioritize.
- Data management expertise including ability to collect and analyze data and familiarity with computer hardware and software systems; experience with Telus Practice Suite
Solutions is an asset.
- Experience in change management and leading organizational change.
- Proficiency in the use of computer technology and various software applications.
- Ability to speak languages other than English an asset.
- Vaccines (COVID-19 and others) are a requirement of the job pursuant to the Ontario
Human Rights Code.
Additional Knowledge and Learning Ability
- Knowledge of and demonstrated commitment to the principles and practice of the determinants of health.
- Knowledge of Acts related to the health system including but not limited to: Excellence for
Health Care, Protection of Privacy (PHIPA), Occupational Health and Safety, Access to
Ontarians with Disability (AODA), Broader Public Sector Accountability Act (BPSA).
- Open minded, eager and willing to constantly learn and improve oneself.
- Demonstrated analytical and organizational skills.
- Knowledge of changing Ontario health system including Ontario Health Agency and Ontario
Health Teams.
- Knowledge of FHC, and its respective communities an asset.
