What you will do in this role:
Reporting to the Vice President, People and Culture this role is responsible for providing expertise and leadership to WSPS on a variety of human resource programs including talent management, attraction and recruitment, employer brand, retention, employee relations, performance management and total rewards management.
KEY RESPONSIBILITIES:
Note: Percentages refer to approximate % of time spent on each area, over the course of a given year
Team leadership and planning (25%)
- Lead a team of HR professionals in the provision of a variety pf HR programs and services. Coach team members in the provision of responsive and high-quality services to the organization, continually developing and enhancing capabilities and knowledge to reflect the changing external environment.
- Contribute to the establishment of the ongoing long-term People & Culture strategy and associated annual objectives.
Manager Business Partnership (25%)
- Serve as a business partner to managers, providing confidential advice and counsel based on a clear understanding of business operations.
- Provide guidance, direction and consultative services to all WSPS people managers on all aspects of talent management including workforce planning, employee relations, policy and program application, recruitment and selection, and implications of legislative compliance.
- Provide employee relations counsel to managers and employees, directly and through the team.
- Lead the Manager Community meeting process with the goal of creating cross functional collaboration, skill development and a consistent experience for employees. Engage ODP for training resources as needed.
Talent Acquisition Leadership and Guidance (10%)
- Oversee, improve and implement the strategy, process and measurement for acquiring talent
- Oversee the employer brand work, utilizing the internal communications services to create and update needed materials
- Own all recruitment components of social media (LinkedIn, GlassDoor, Indeed) creating recommendations for optimal use and spend, including evaluation of effectiveness of channels
- Provide a high quality, effective and efficient selection process for WSPS that employs technology, accurate candidate assessment and creates a positive employee experience.
- Oversee the use of technology for applicant systems, including any customization choices.
- Measure and improve the hiring process to lead to continuous improvement in key hiring metrics
- Collaborate with managers as they make decisions on vacancies and hiring, providing organization design insights and coaching.
- Ensure a rigorous process for selection of people leaders.
Performance Managements Systems (10%)
- Lead the overall strategy and approach to performance development at WSPS, researching and recommending approaches, resources, tools and programs.
- Oversee the use of the performance system and implementation of any new system (research, recommendations, customization, communication).
- Lead the creation of a coaching culture: equip people managers to be strong performance managers through coaching, training and development. Engage ODP resources as needed.
Total Rewards Strategy and Development (10%)
- Provide leadership, expertise and guidance on WSPS’ Total Rewards in order to remain competitive both within the sector and the broader employment market.
- Oversee the compensation policy and program and its ongoing administration.
- Maintain and provide guidance on the Job Evaluation program including receipt and review of requests for evaluation, pro-actively making recommendations based on organization design needs.
- Oversee the annual salary increase process.
- Ensure ongoing adherence to the WSPS compensation guidelines.
- Manage the measurement and enablement of a virtual workplace program. Provide coaching and guidance to managers on successfully leading diverse, virtual teams.
P&C Project Leadership (20%)
- Provide leadership of proposed and approved P&C changes projects.
- Employ team resources, develop, organize, lead and implement P&C projects using change management practices.
- Understand business change initiatives and work with key stakeholders to support them in leading change while also identifying the potential P&C and people implications of change.
- Ensure data is available for accurate decision making: results and key trends, reports and presentations.
Contribute to a healthy and safe work environment
- Adhere to WSPS policies, procedures, process fact sheets, guidelines and business rules established in the WSPS Quality Management system which ensures the achievement of our quality goals.
- Contribute to promoting a healthy and safe culture, and links efforts to the WSPS Managed system approach (Plan, Do, Act, Check, Continuous Improvement Cycle).
- Accountable for ensuring staff adheres to WSPS Quality Management system (policies, processes and procedures) and WSPS health, safety and wellness practices.
Skills/Knowledge/Experience:
Minimum:
- Degree in Human Resource Management, Business Administration, Labour Relations or other related discipline
- CHRP designation
- 5 years of Management experience, HR strategy development and/or service delivery
- Experience with Ontario Legislation and its application to HR e.g. ESA, AODA, WSIB, OH&S Act, Labour Relations etc.
- Good judgment and strong communication skills – oral and written
- Lead and manage people through business transformations/change
- Proven interpersonal skills and the ability to build strong relationships, and work with all levels of the organization
- Ability to meet the expectations of a remote workplace: home office
- Ability to meet at various locations as required.
Preferred:
- CHRL designation
- 5-7 years progressive experience in Human Resources
Additional Requirements:
- WSPS offers flexible work arrangements. Head Office roles can be performed from home or our well-appointed Mississauga office. Candidates are required to reside in the province of Ontario, maintain a private and safe workspace and have a high-quality internet connection.
- Reliability Level Security Clearance (must have or be willing to obtain)
