Miller Maintenance proudly provides maintenance services on highway maintenance contracts for Ministry of Transportation Ontario (MTO) across the province of Ontario. Our leadership in the Ontario road and highway maintenance industry is based on our commitment to continuous improvement through education, innovation, safety, and training. Reporting directly to the General Manager of Miller Maintenance Limited, the Operations Manager will direct and manage all aspects to ensure the delivery of the Contract.
- Create and maintain a safety-first culture routed in the objective of “Living Goal Zero” by providing all staff the knowledge, resources and accountability required to ensure no work is undertaken unless it can be done safely
- Oversee, coach, and manage the performance of Superintendent, Patrol Supervisors, and administrative staff to ensure contract compliance
- Control the budget for the contract by identifying, forecasting and allocating financial and human resources to effectively implement and adjust short term and long-term operational plans
- Drive safety, efficiency, and quality of service delivery through effective leadership and regular interaction with field staff
- Monitor staff performance and training needs to ensure that employees have the knowledge and skills to complete their work in a safe and efficient manner while maintaining compliance with all statutes, rules, regulation, and policies
- Manage the contract incentives for opportunities to, internally known as in-scope capital items, develop annual In-Scope Capital needs and deliver a prioritized program to meet the annual contract quantities
- Manage subcontractor negotiations to ensure that items in the Winter Services and In-Scope Capital program can be delivered within budget and in accordance with performance and warranty obligations
- Monitor the Miller Maintenance Limited Quality Management System for compliance and recommend adjustments to the system to meet quality objectives
- Liaise with Ministry of Transportation Ontario (MTO) Contract Administrator and other client stakeholders to ensure the needs and expectations are met efficiently
- Management of subcontractors with respect to selection, pricing, level of service, quality, and outcome
- Review material usage and application rates to ensure cost efficiencies and contract compliance for winter operations while minimizing environmental impact
- Encourages innovation, teamwork and continues improvement in service delivery
- 5+ years relevant experience in highway maintenance, road construction, or within a similar industry is preferred
- 3+ years of budgetary and supervisory responsibility
- Demonstrated knowledge of traffic control and Ontario Traffic Manual - Book 7
- Ability to interpret contract language
- Build and lead a highly effective and motivated team
- Proficiency in Microsoft Office with the ability to learn and operate within an unfamiliar computer software
- Ability to manage conflicting priorities in a fast paced, dynamic, and highly competitive environment without losing focus on safety, quality, continuous improvement, and cost efficiency
- Ability to communicate effectively with internal and external stakeholders at various levels
