Primary Duties
The Supervisor, Metering Operations organizes the daily work of the metering group including technical and clerical functions. The incumbent will be accountable for the close integration of all metering operations with Billing and Service & Gas Operations. The incumbent will plan and prepare project work and monitor progress to ensure regulatory requirements are met and that the work is conducted safely and efficiently. As a member of the management team, you will promote and advance the mission, vision, strategic plan and culture of Utilities Kingston by leading through its values while promoting and aligning to the multi-utility model.
Major Responsibilities:
1. Organize, provide direction, and supervise metering work programs, ensuring the work is executed efficiently and on time and in accordance with compliance and regulatory requirements.
2. Supervises activities involved in the installation, testing and maintenance of control measurement equipment, such as electrical consumption meters, MV-90 Interval Meter software and power quality devices, to ensure accurate revenue metering, wholesale and retail settlement and quality service delivery.
3. Plan and coordinate the replacement of meters being completed by metering staff.
4. Understands and meets regulated meter market participant requirements, executes planned reverification and Seal Extension Programs and oversees commercial metering installation construction.
5. Be accountable to lead, plan and resolve all complex metering arrangements driven by customer requests that address technical and billing requirements.
6. Provides technical direction regarding metering and metering technologies and resolves Distributed Generation Metering issues
7. Oversees troubleshooting and resolution of metering issues such as non reads, incorrect data or suspicious consumption data by organizing and assigning appropriate investigations, gather correct meter read data, review and explain to customer and provide accurate consumption data information to billing.
8. Work with the Billing department to ensure the timely and accurate processing of exception reads and updated in accordance with monthly billing cycles and settlement timelines.
9. Responsible for monitoring and preparing monthly reports to the Manager and Project Coordinator, Asset Management, including the status of all meters held in inventory and make recommendations for reordering.
10. Coordinate training and ensure staff is competent to perform the work.
11. Document unsafe acts or conditions observed and follow-up to ensure issues are resolved.
12. Review and update and/or prepare standard operating procedures and ensure staff are aware of procedures or changes.
13. Undertake performance reviews of staff.
14. Assist in the investigation and resolution of customer complaints ensuring a high level of customer service and timeliness of response.
15. Analyzes and interprets data and prepares service, technical and performance indictor reports leading to cost savings, continuous high-quality services and measures.
16. Will collaborate closely with Service & Gas Operations, Billing and Engineering on all metering activities.
17. Ensure appropriate resources are available and deployed to support work activities.
18. Foster engagement and a positive work environment and ensure transparency and consistency in dealing with staff.
Skills and Abilities:
- Strong ability to lead change and engage, develop and motivate teams.
- Advanced written and verbal communication skills
- Intermediate MS Office skills
- Intermediate organization and problem-solving skills with a demonstrated ability to provide practical and or innovative solutions.
- Ability to plan, prioritize, and execute multiple projects and initiatives within established time-lines.
Knowledge:
- Advanced knowledge of metering (gas, electric and water), billing, Measurement Canada, IESO, TSSA, OEB, ESA regulations, codes and rules.
- Advanced knowledge of Occupational Health and Safety EUSR rule book requirements as it relates to individuals, the organization and operational requirements
- Advanced knowledge of the utility work protection code
- Intermediate knowledge and experience working in a unionized workplace, interpreting, and consistently applying the provisions of a Collective Bargaining Agreement
- Familiarity with all types of energy, consumption and demand meters covering water, natural gas, and electrical utilities.
Education, Certification and Other Qualifications Required
- Post-secondary education in engineering, engineering technology diploma, or certified journeyperson in an appropriate field, or a combination of relevant education, knowledge, and experience.
- 3-5 years of experience in utility metering operations
- Supervisory or progressive project management experience considered an asset.
Special Working Conditions/Conditions of Employment
- Valid class G drivers’ licence
- Possess and maintain a criminal record check satisfactory to Utilities Kingston.
