Full-Time Exempt Position
Located in the beautiful upper Fraser Valley, the Resort Municipality of Harrison Hot Springs is a friendly community with beautiful beaches, a vibrant cultural scene, and a balanced urban-rural lifestyle. Nestled against the picturesque Coast Mountains and beautiful Harrison Lake, Harrison is only 90 minutes away from Vancouver, an hour from the Abbotsford Airport and within an easy drive of local ski areas. Harrison is a small community with a population varying from approximately 1500 year-round residents to summer populations numbering in the thousands.
The Operations Manager, reporting to the Chief Administrative Officer, will lead the Public Works and Utilities Departments and will provide direct oversight to those teams. In addition, the individual in this role will also work closely with our engineering and planning consultants and will play a key role in infrastructure planning.
The key responsibilities of this position include:
- Overseeing the Public Works and Utilities operations (including Parks), and ensuring the efficient delivery of safe and reliable services to the community
- Preparing and presenting regular reports to Council regarding operational items
- Administering and awarding contracts, tenders, RFP’s and service agreements
- Project managing large infrastructure projects
- Managing and controlling departmental operating and capital budgets
- Assisting with infrastructure grant applications and reporting
- Ensuring that safe work programs are in place
- Involvement in Asset Management Plans for the Village’s many different types of infrastructure assets
The ideal candidate will be a results-oriented team player with the following knowledge and skillsets:
- Degree/Diploma from a recognized technical institute in Civil / Environmental Engineering; a combination of education and experience may be considered
- Registration or eligible for registration with either the Association of Professional Engineers and Geoscientists (APEG) or Applied Science Technologists & Technicians of British Columbia (ASTTBC) as a Technologist
- 5 years’ experience related to local government or municipal operations, specifically including sewer and water systems, road design and maintenance, parks maintenance or fleet management
- 5 years’ experience in a senior supervisory capacity directing personnel involved in delivery of local government / municipal operations
- Project management, asset management and general infrastructure planning experience
- Certifications in water and wastewater operations would be considered an asset
- A valid BC class 5 driver’s license is required
- Ability to work outside the standard hours of work
- Strong presentation and communication skills (both written and verbal)
