POSITION PURPOSE
Reporting to the Manager, Projects and Program Policy Strategy, and under the guidance and direction of senior staff, is responsible for researching, evaluating, analyzing and identifying best practices for Social Services Branch programs, including Children’s Program (Child Care Fee Assistance, Early Intervention Services and Children’s Community Programs), Ontario Works, Employment Services and Community Homelessness Initiatives; analyzing and making recommendations on legislative interpretation and reviewing financial and statistical reports; monitoring service delivery compliance; administering written and electronic communications materials; recommending efficiency and effectiveness strategies and initiatives; assisting in the development and implementation of new service initiatives that are outcome-focused and evidence-based and participating in cross-functional project teams to implement services and programs.
MAJOR RESPONSIBILITIES
- Researches Social Service Branch programs, evaluating applicability and identifying best practices.
- Gathers necessary information on Branch related issues, analyzes data and prepares statistical reports.
- Administers effective service contract management, monitoring and reporting practices.
- Maintains Divisional program and administration policies and manuals.
- Writes and coordinates written and electronic communications materials, in collaboration with the Supervisor, Program Communications, concerning the Division’s programs and services.
- Prepares reports, briefing notes, background materials and presentations for the Manager and Social Service Branch Management Team.
- Coordinates and participates in cross-functional project teams to implement services and programs.
- Develops and implements new service initiatives, including their funding, communication, administration, and evaluation.
- Recommends efficiency and effectiveness strategies and initiatives to the Manager based on analysis, funding and program opportunities and Divisional objectives.
- May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.
- Performs other duties as assigned in accordance with Branch and Department objectives.
QUALIFICATIONS- Successful completion of a University degree in Social Science, Social Work, Business/Public Administration or a related discipline or approved equivalent combination of education and experience.
- Minimum three (3) years experience working in a social service environment with responsibilities for planning, analysis, program and project management, and administration.
- Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
- Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
- Demonstration of Departmental competencies, including flexibility and adaptability, accountability, strategic thinking, innovation and creativity, and collaboration.
- Knowledge of budget process and business planning.
- Knowledge of legislation related to Social Service Branch responsibilities such as Ontario Works Act or Day Nurseries Act.
