Job Purpose
The Project Development and Research team is seeking an experienced and motivated individual to oversee fundraising and projects to advance the market for green building. The PDR team is responsible for market-changing research and innovative projects that serve as a bridge between technical knowledge and the broader market, focusing on areas such as low-carbon workforce development, low-carbon building skills, pathways for decarbonizing Canada’s large buildings, and the market impact of green buildings.
Reporting to the Director, PDR, the Manager will contribute to the design of new projects and proposal development, manage funded projects, and support high-quality project management. The Manager, PDR will work with a range of stakeholders, including consultant subject matter experts and partner organizations, to implement projects and research, and will support a team of project managers and coordinators.
Key Responsibilities
Strategic Development and Fundraising
· Prepare high-quality proposals, concept notes, and other funding materials in support of CAGBC’s strategic priorities for projects and research for submission to government, foundations, and industry, and contribute to the design of new proposed projects.
· Contribute to the overall fundraising strategy and funding prospectus for Project Development and Research to advance CAGBC’s priorities for advancing research, capacity building, partnerships, and other key projects.
· Maintain partnerships and collaborative opportunities with public and private organizations, and cultivate and advance relationships with a network of subject matter experts to support the development and implementation of projects across Canada.
Project and Research Implementation
· Manage and lead funded projects, including developing and implementing project work plans and budgets, supporting the work of others assigned to oversee and implement funded projects, engaging with other teams within CAGBC, and ensuring CAGBCs standards of high quality and professionalism are met. Where appropriate, make recommendations for the improvement of project management processes.
· Advance the research and production of research reports for diverse audiences in the building sector with support from a multi-faceted and diverse team of professionals and contractors, as directed.
· Manage procurement processes to ensure high-quality support for deliverables, including developing scopes of work and Requests for Proposals (RFPs) for consultants and subject matter experts, finalizing Master Service Agreements (MSAs), and serving as final review for Director/Executive sign-off.
Team Development and Management
· Provide direction, mentoring support and guidance to direct reports and support their professional development.
· Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, conduct performance assessments, and participate in compensation decisions.
· Participate in developing and implementing strategic plans, budgets, KPIs, organizational policies, practices, and procedures as required and ensure their effective deployment by staff.

Skills, Knowledge, and Abilities
- Strong decision-making skills and the ability to identify risks, opportunities, and pivot points.
- Proven track record with proposal writing and securing funding for projects.
- Demonstrated project planning skills with the ability to develop and deliver results
- Demonstrated experience with project evaluation and/or reporting to document impact.
- Demonstrated ability to exercise diplomacy and build rapport as well as maintain effective relationships with key stakeholders such as government and industry personnel.
- Good knowledge and clear interest in green building.
- Collaborative and results oriented in working with different departments, stakeholders, and colleagues across the country
- Demonstrated management skills and the ability to provide guidance and leadership to professional staff
- Sound understanding of project budgets, procurement, contracts and funder compliance
- Strong sense of personal responsibility and accountability for delivering high quality work
- Ability to perform effectively in a rapidly evolving organization
- Strong computer skills, including proficiency in MS Office suite

Education/Qualifications
- Five to eight years of experience in some combination of project management and public policy related to green building with increasing responsibilities.
- Post-secondary degree in public policy, political science, environmental, sustainability studies or another related program, complemented by a master’s degree and/or equivalent experience.
Note: this position will be based in CAGBC’s Ottawa office, with the potential for a 3-day/week in-office, hybrid schedule.
