Position: Program Manager – Immigrant Women Trades Apprenticeship (IWTA) Program
Hours of work: 35 hours per week
Start date: July 24, 2023
Location: Delta PICS
Project Overview: The Immigrant Women Trades Apprenticeship (IWTA) Project has been designed by
PICS and its partners to meet the funding objectives of Canadian Apprenticeship Strategy and will deliver
all activities outlined (Women-Led Events, Peer Mentorship, Apprenticeship Trade in identified Red Seal
Trades, Work Experience, Skills for Employment, Enhanced Employment Assistance Services, and
Enhanced Employer Support) in the Province of British Columbia specifically in five identified Red Seal
Trades: Carpenter, Construction Craft Worker, Construction Electrician, Plumber and Welder
Reporting to the Senior Director of Employment, Planning & Program Development, the Program
Manager – Immigrant Women Trades Apprenticeship (IWTA) Program is responsible for managing
and coordinating the provision and delivery of PICS’ IWTA Program
Duties and Responsibilities:
- manages the program staff including recruiting, hiring, training, supervising, directing, supporting
and evaluating staff;
- leads and supports staff to achieve service objectives;
- manages the program operating budgets to meet revenue and expense targets;
- ensures that appropriate systems are in place to support and maintain the program;
- develops and implements marketing strategies as well as collaborative service-delivery initiatives
with community partners;
- builds and maintains effective working relationships and ongoing networking with relevant
stakeholders including other service-providers, community partners, professional associations,
government agencies and businesses;
- coordinates and organizes events and activities to profile the program;
- represents the organization in community-serving associations, as well as at community events,
meetings and functions;
- monitors and reviews service delivery to ensure that program is meeting or exceeding targets and
achieving optimal outcomes;
- ensures confidentiality and data quality with all client files, including opening files, progress notes,
action plans, closing files and follow up reports in accordance with funder requirements;
- ensures that relevant program and client reports are processed accurately and in a timely manner;
and
- perform other duties as required.
Education and Experience
- minimum of 3 years of experience in program delivery/management; completion of a Bachelor’s
Degree in Business, Social Work, or a related discipline; or the equivalent of education, training,
experience and certification;
- Career Development Practitioner and/or CDP Certification is definite asset; and
- knowledge of and experience in developing and managing government funded programs.
Skills and Abilities
- competence with networking and building relationships with various stakeholders;
- outstanding leadership skills;
- excellent verbal and written communication skills in English;
- fluency in a second language is desirable;
- proficiency in Microsoft Office Suite including database management systems;
- demonstrated ability to handle multiple concurrent projects and deadlines including participating
in resolving, and effectively managing stressful and conflict situations; and
- proven ability to initiate and/or collaborate in the development and execution of written Requests
for Proposals (RFPs);

- reliable vehicle insured for business use with $2 million liability and clean drivers abstract; and
- clean Criminal Record Check (Vulnerable Sector).
