IO’s Project Delivery Enterprise Team delivers some of the province’s largest and most important public infrastructure projects, including new hospitals, highways, transit systems, and courthouses. Our made-in-Ontario approach to modern project delivery has brought over 100 major projects to market and has made Ontario a global leader in infrastructure development by delivering new projects on time and on budget while meeting high standards for design, quality, and health and safety.
The role will assist in the build-out of Infrastructure Ontario (IO) internal project controls capability to support project and program-level decision-making. This includes integrating the services of the typical project controls disciplines of Cost Management and Change Control, Schedule Management, Risk and Opportunity Management, Estimating, and Document Control.Supporting various projects, the successful candidate will be a key contributor to IO’s long-term project controls strategy, embedding best practice methods in a sustainable and scalable way to meet the needs of IO’s diverse portfolio, growing Agency mandate and the changing delivery models utilized across IO’s capital program and the Ontario infrastructure market.
- Manage the integration of the project controls disciplines to ensure provision of a holistic service offering across IO’s capital program, spanning multiple asset classes (including vertical and linear infrastructure).
- Utilizing a variety of delivery models (including Public-Private Partnerships (Design-Build-Finance, Design-Build-Finance-Maintain, Progressive etc.) and traditional delivery (Design-Build, Design-Bid-Build etc.) through all project phases, from project inception to project closeout.
- Support the strategic integration/aggregation of project controls services, including integration with internal and external stakeholders to further the IO Strategic Initiative to improve internal project controls practice across the capital program.
- Manage the development and mapping of cross functional project controls processes to support the delivery of projects, including continuous improvement initiatives.
- Substantial experience delivering integrated project controls support throughout entire project lifecycle (planning, procurement, implementation, etc.) and across various infrastructure types.
- Knowledge of business systems and the dependencies / integration of these systems in a project controls environment.
- Experience using/working with P6, ARM and industry standard applications for Document Management, Cost Control and Contract Management is an asset.
- Demonstrated experience integrating multiple project controls disciplines.
- Deep knowledge/experience across the project controls disciplines of risk management, schedule management, document management, cost management and quality management.
- Experience delivering project controls service in the context of multiple delivery methods an asset – e.g. traditional (DB, DBB), P3 and Alliance
- Relevant experience in both the Public and Private sector is an asset.
