This is technical and administrative engineering work performed in the Engineering Department. The work involves administering large development and capital works projects, and monitoring construction to ensure compliance with plans and related specifications. An incumbent, through the application of prescribed design criteria and engineering standards, prepares design layouts, detailed drawings, specifications, and related data pertinent to the construction of a variety of municipal utilities, subject the review and approval of a professional engineer. In addition, the work involves estimating project construction costs; preparing a variety of reports, records, and contract documents for developmental projects; reviewing tender bids to determine accuracy and compliance; conducting field inspections; monitoring adherence to construction plans, specifications, and schedules; consulting and maintaining liaison with internal and external contacts; providing assistance and technical information to staff; and acting as the key engineering contact for assigned development or capital works projects. Performs related work as required.
Qualifications include graduation from an Institute of Technology with a Diploma in Civil and Structural Technology, including or supplemented by courses in project management, plus considerable related experience preferably within the municipal sector, or an equivalent combination of training and experience. Considerable knowledge of municipal engineering design principles, methods, standards, and mathematics, and applicable departmental practices, procedures, and by-laws. Sound knowledge of budgeting and standard costing procedures; materials and equipment used in the construction of municipal utilities; computer applications as related to the work. Ability to act as a liaison for developmental and capital works projects; prepare designs for all types of municipal utilities; review drawings for technical accuracy and conformance; collect and analyze technical, statistical, costing, and related data; prepare and interpret plans, contract documents, and related material; provide direction to drafting and engineering inspectional staff. A valid Driver's Licence for the Province of British Columbia and a Certification as an Applied Science Technologist within the Province of British Columbia is required.
