Job Description
Reporting to the Manager, Development & Technical Services or designate, this role is responsible for overseeing and co-ordinating engineering staff along with providing technical assistance, training, direction and advice in undertaking reviews of growth and development designs, renewal, replacement,. This role is also responsible for leading the review and approval of all forms of development applications from initial planning stages to municipal assumption on behalf of Engineering Services to ensure future municipal infrastructure is designed in accordance with City and Provincial standards enabling orderly and fiscally responsible development growth within the City. This role also works to ensures that the City’s existing infrastructure supports the proposed development growth.
Responsibilities
- Provide visible and positive leadership to the group consistent with the commitments of the City’s Leadership Charter, developing and nurturing a work environment that is inclusive, respectful and motivating for staff
- Trains others in an area of expertise and always shares knowledge with colleagues
- Make recommendations to support continuous improvement efforts
- Oversee, prioritize and execute the detailed engineering tasks of various development applications and capital projects with the objective to determine whether the content complies with regulations, bylaws or standards administered by the City and reporting on the non-compliance issues
- Oversee, prioritize and execute the growth and development processes including development agreements, legal agreements, financial controls and processes within the City dealing with the expansion/change affecting the services of transportation and stormwater, as per City policies, standards and processes, acting as the official signatory of City
- Represent and coordinate Engineering Services’ reviews of Official Plan Amendments, Secondary Plans Revues, Re-Zoning applications, site plan applications and subdivision applications through the detailed technical review of all supporting studies and reports in consultation with other divisions within the branch, as required
- Provide supervision and direction to staff and other teams; monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps
Requirements
- Successful completion of a four (4) year University Degree in Civil Engineering from an accredited university
- A Professional Engineer (P.Eng.), in good standing with the Professional Engineers of Ontario
- Minimum of five (5) years progressive and demonstrated experience in all aspects of municipal infrastructure design, review, approval and delivery within private and/or municipal setting
- Thorough working knowledge of various development processes and agreements, engineering principles, standard and best practices, materials and methods of construction with considerable knowledge of other related branches of engineering including project management practices and asset management principles. Comprehensive knowledge of the Municipal Act, Planning Act, City & Region Official Plans, Highway Traffic Act, Environmental Assessment Act. Occupational Health and Safety Act, Construction Lien Act
- Demonstrated ability to lead divisional change management activities as member of (Branch) Management Team
- Self-motivated, positive, confident and approachable, with a clear sense of purpose
- Highly developed interpersonal and communication skills (oral and written) with the ability to effectively communicate at all levels of the organization; including highly effective negotiation, facilitation and conflict resolution skills
