Our Project Delivery Department is seeking a *Senior Project Engineer who will be an integral part of the team for the design and construction of the Northwest Langley Wastewater Treatment Plant (NLWWTP). The NLWWTP Program is a large capital program being undertaken by Metro Vancouver involving new and upgraded wastewater treatment facilities at NW Langley, as well related conveyance infrastructure (new pump station and SSO tank in Maple Ridge, subsurface (HDD) twin forcemain crossing under the Fraser River to the WWTP site, and new outfall to the Fraser River). In this role, you will be working with the team that is focused on design and construction of the WWTP facilities. Design of the treatment facilities is currently between 30% and 60% complete overall, with construction scheduled to begin in 2024, and commissioning of the new treatment facilities in 2030. This will involve significant time at the project site, as well as work at the Burnaby office.
You are: A registered professional engineer with at least 4 years of recent relevant post designation experience in design and construction of wastewater treatment facilities, with an understanding of applicable regulatory requirements. Strong interpersonal communication skills are essential together with the demonstrated ability to work effectively with multi-disciplinary teams and a diverse group of stakeholders.
The *Senior Project Engineer reports to the Deputy Project Manager - NLWWTP and falls within our Professional / Technical, Level 3A job family.
This role:
- Performs complex and varied engineering and project management work that may involve project design and management for large projects. Applies principles and practices of profession to ensure results are achieved in a sound and practical manner.
- Prepares and reviews design specifications, other technical documents and contract documents to ensure compliance with corporate and industry standards, building codes and regulations. Ensures quality standards are adhered to and appropriate processes and protocols are followed. Consults supervisor to verify processes, protocols and standards, and ensures that conclusions are consistent with requirements and objectives.
- Liaises and coordinates work with consultants, contractors, regulatory agencies, and internal Metro Vancouver groups as required. Coordinates and evaluates Change Orders and Requests for Information from consultants and contractors during design and construction phases. Assists in contract management through procurement package development, participates in contract document preparations as well as review and evaluation of contract change orders, and provides updates to senior staff on the status of work tasks and projects as required.
- Monitors and documents construction work schedules, risk registers and budgets. Assists to define, manage and control project scope, schedule and budget. Prepares and tracks financial aspects of projects and provides project management oversight for multiple projects including contract administration. Assists to monitor and control costs within own work ensuring the effective and efficient expenditure of allocated funds making recommendations to senior engineers.
- Works on routine engineering projects and substantial components of complex engineering initiatives. Works to defined scope, schedule and budget and consults senior staff on deviations. May lead specific project initiatives with well-defined outcomes and acts as a resource to junior engineers and technical staff.
- Handles problems of some complexity requiring inspection and liaison with contractors and other staff to investigate related operating, construction, and design issues in order to ascertain alternatives. Assesses, evaluates and incorporates technical requirements including input from external agencies and other Metro Vancouver departments. Explains difficult issues and works to establish consensus and compliance.
- Assists in contract management through procurement package development, participate in contract document preparations as well as review and evaluation of contract change orders, and provides updates to senior staff on the status of work tasks and projects as required.
- Works with engineering staff, consultants, and construction contractors and liaises with internal departments and external contacts including member municipalities, regulatory agencies and the general public; works on multiple simultaneous projects in various stages of completion.
- Researches, analyzes, interprets, and studies technical information. Makes conclusions and diagnoses problems based on a sound understanding and application of engineering principles in wastewater treatment plant design and construction. Ensures quality standards are upheld in field of specialization and establishes project plans based on priorities of the unit or team.
- Assists in the assembling required documentation and coordination with various external parties for permitting applications.
- Identifies non-standard conditions and makes recommendations for remedy. Uses judgment to adapt and apply procedures to address and resolve unusual or problem situations. Consults on difficult, complex or unusual matters or decisions and provides progress and technical updates to senior staff.
- Performs other related duties as required.
To be successful, you have:
- A Bachelor of Applied Science degree in a relevant engineering discipline. 4-6 years recent related experience following professional registration; or an equivalent combination of training and experience.
- Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers and Geoscientists of British Columbia (EGBC).
- Sound technical knowledge and understanding of engineering principles and their application in Wastewater Treatment Plants design and construction. Ability to act as a resource to staff and provide sound and practical guidance for unusual or problem situations.
- Ability to interpret and apply engineering and technical guidelines and principles related to area of specialization such as technical manuals, codes and regulations, contracting policies, safety regulations and corporate and board policies. Ability to adapt or adjust guidelines and procedures for unique or difficult situations.
- Proven contract administration and project management skills. Demonstrated ability to organize and prioritize a complex series of project components for large complex projects to meet multiple time based deliverables requiring a high level of detail and accuracy. Ability to resolve problems within established guidelines and procedures; ability to use judgment to determine which methods are applicable in any given situation.
- Excellent written and oral communications skills. Ability to communicate effectively both verbally and in writing including letter, report writing and presentation skills. Ability to explain difficult concepts and persuades others to adopt a point of view or way of doing things.
- Strong interpersonal skills and the ability to build and maintain respectful working relationships with internal and external contacts under circumstances that are considerably complex and time sensitive. Skill in dealing openly, tactfully and sensitively in a variety of situations including dealings with the public, member municipalities, government agencies and contractors. Demonstrated ability to work in a team oriented work environment and deal effectively with disagreements and prevent the escalation of conflict.
- Ability to work under broad direction and use significant independent judgment to problem solve when more than one option is possible. Ability to identify opportunities to address emerging needs. Proven ability to take initiative, work with minimal supervision and effectively manage multiple projects and deadlines. Ability to meet timelines and objectives requiring persistence to overcome obstacles.
- Demonstrates understanding of the organizational culture, processes and mechanisms necessary to attain work objectives; upholds Metro Vancouver’s reputation through positive and forthright dealings with other organizations and members of the public.
- Ability to supervise, coach and guide others while enhancing individual and team effectiveness. Ability to mentor and foster the development junior engineer, technical staff and direct reports as required.
- Proficiency using Microsoft office programs, including Word, Excel, Outlook, and Project.
- Valid BC Class 5 Driver’s license.
- Candidates with lesser experience may be considered at the Project Engineer level, along with the applicable rate of pay.
