The Ministry of the Solicitor General (SolGen) Solutions Branch supports Policing, Public Safety and Corrections with (SolGen), Broader Public Sector partners, as well as Youth Justice Services within the Ministry of Children, Community and Social Services
This position is with the Public Safety & Police portfolio of SOLGEN Solutions Branch.
The Public Safety portfolio is responsible for end-to-end project/solutions delivery including architecture design, development, configuration, implementation and roll-out.

In this job you will:
1.Project Development
- Develop comprehensive project plans for multi-year, multi-ministry IT initiatives, including development and presentation of submissions throughout approvals processes
• Develop and negotiate project budget based on multiple funding channels and cross ministry dependencies • • Identify resource requirements including staffing (e.g. OPS, consultants, client staff), physical and financial resources
2.Project Management
- Manage activities throughout all phases of large scale, multi-year systems projects, including coordination of systems development and implementation activities.
- Anticipate, identify and understand issues and risks, provide resolution and mitigation strategies as well as communicate your analysis and reports to upper management.
- Develop systems performance measures, lead systems testing and evaluation.
- Manage business systems analysis activities throughout all phases of large scale, multi-year systems projects
- Anticipate, identify and resolve complex issues, coordinate and ensure provision of senior level technical expertise to develop solutions, advice and guidance to clients and project staff
3.Client/Stakeholder Management
- Lead consultations and establish relationships with internal and external stakeholders; including clients, I&IT management, vendors, consultants, and peers.
- Lead/participate in project governance and change management
4.Procurement
- Develop and manage processes for the acquisition of business solutions and external project staff as well as participating in the development of Vendors of Record agreements for I&IT services
- Develop business cases for the acquisition of fee-for-service consultants, manage external consultant contracts, and monitor performance
5.Team Leadership/Guidance
- Provide leadership and guidance to project teams and consultants retained for specific project activities as well as technical guidance to unit systems staff
- Lead consultations that involve clients from multiple ministries/clusters, external stakeholders and vendor partners
- Lead/participate in steering committee and stakeholder forums
- You have knowledge of project management theory, methods and techniques related to all phases of an IT project life cycle
- You have knowledge of resource management practices and methods, including financial and controllership management
- You can plan, schedule, budget, and provide issue and risk management to ensure compliance with best practices
- You have experience leading enterprise application development projects utilizing software development lifecycle framework from requirements gathering to post-implementation product support, including quality assurance and system integration.
- You have proven leadership skills to provide guidance to project teams and consultants for specific project activities
- You can lead consultations that involve clients from multiple ministries/clusters
- You have knowledge of IT systems development lifecycle best practices, requirements and interconnections to develop effective project plans, manage activities and interdependencies
- You have knowledge of industry standard programming language, information architecture planning/design and technology trends
- You can develop multi-year project plans and effectively manage complex sets of interdependencies
- You can identify and prioritize risks, issues and prepare mitigating strategies/recommendations to support management decision making
- You can analyze technical quality of systems design and ensure consistency/compliance of business solutions
- You can lead cross-cluster consultation processes that include external stakeholders and provide advice and recommendations
- You can obtain buy-in for systems development and promote systems to senior management and stakeholders
- You can negotiate budgets, customer service agreements and resource requirements
- You can communicate effectively with clients and stakeholders
