Medical Affairs is the branch of Providence Health Care (PHC) responsible for the management and oversight of the relationship between PHC and all medical staff (physicians, nurse practitioners, midwives and dentists), who are primarily independent contractors. Medical Affairs engages with, and secures the services of, medical staff to ensure their delivery of client and family centered medical care, while also facilitating enhanced collaboration between medical staff and those health care professionals employed by PHC.
Reporting to the Executive Director, Medical Affairs & Medical Staff Services (Executive Director Medical Affairs), the Manager, Medical Affairs Finance & Compensation is responsible for managing the development, implementation and evaluation of all financial administration processes for Medical Affairs, including the oversight and payment of medical staff compensation and funding, and organizing financial resources to support the day-to-day business operations of Medical Affairs. In addition, the Manager, Medical Affairs Finance & Compensation ensures effective communication on all medical staff compensation related matters, to PHC’s corporate finance/accounting department (PHC Finance) and to relevant partners within the Ministry of Health (Ministry), Vancouver Coastal Health, and the Health Employers Association of BC, where appropriate.
This position collaborates with the Executive Director Medical Affairs, the Manager, Medical Staff Contracts & Negotiations to develop annual business plans and budgets related to the business of Medical Affairs in consideration of multisource funding streams, and will support the development of business cases and funding proposals related to existing programs and new initiatives. This position monitors, assesses and reports on Medical Affairs’ fiscal performance against budget targets and recommends corrective action. This position ensures financial obligations under contracts relating to medical staff compensation (including clinical service contracts, sessional and MOCAP agreements as well as administrative stipends) are reviewed to identify the financial risks to the organization, while also ensuring effective internal control and procedures for disbursements and billings exist.
In performing their functions, the Manager, Medical Affairs Finance & Compensation, will oversee a team of business analysts who will provide operational support to the position. The position has ongoing internal contact with staff at all levels of the organization, including, senior executives, program directors, physician program directors, Department and Division heads and medical staff from all departments and divisions represented at PHC. Contact involves influencing and persuading other management staff regarding strategic directions and tactical decisions concerning approaches to medical staff compensation. The position is also external facing, involving contact with Ministry officials and representatives from other health authorities to gather and exchange information and to negotiate medical staff compensation and funding in conjunction with Medical Affairs. In addition, this position communicates with staff in the Faculty of Medicine at UBC to gather and provide information.Qualifications / Skills and Education:Education, Training and Experience
A level of education, training and experience equivalent to a professional accounting designation (CPA) or a Master’s degree in business administration, economics, health service administration or a related field with a minimum of seven (7) years recent related experience including financial management, budgeting, forecasting, variance analysis, business plan development and analysis with multiple funding categories. Experience working in organizations where government reporting and accountability was customary is an asset.

- Demonstrated skill in budget planning, monitoring, analysis and reporting.
- Strong computer and financial application skills including demonstrated ability to productively use spreadsheet, word processing, presentation and database applications.
- In depth knowledge of Canadian Generally Accepted Accounting Principles and Generally Accepted Auditing Standards.
- Excellent organizational skills with demonstrated ability to set priorities and meet deadlines.

Duties and Responsibilities:1. Works closely with the Executive Director Medical Affairs to develop and submit for approval, the annual capital and operating budgets for Medical Affairs. Monitors actual expenditures, identifies variances from approved budgets and recommends remedial actions where required.
2. Reviews financial obligations relating to medical staff compensation compared to medical staff compensation funding. Ensures that all contracts undergo financial review to identify the risks and liabilities to the organization and advises PHC Finance of these issues.
3. Provides oversight, payment and reporting of all medical staff compensation at PHC including but not limited to clinical service contracts, sessional and MOCAP agreements and administrative stipends. Manages and oversees the distribution and usage of sessions by PHC medical staff.
4. Works closely with PHC Finance to ensure timely payments to medical staff and applicable recoveries from the Ministry or other external agencies are received on a timely basis and in accordance with policy and contractual commitments.
5. Tracks and monitors payments made to PHC by funding agencies and payments to medical staff by PHC. Makes adjustments and rectifies inconsistencies as required.
6. Liaises with medical staff, PHC Finance, other Health Authorities and the Ministry regarding contract payments, payment adjustments, administration issues and medical staff compensation policy and implementation.
7. Liaises with the Manager, Medical Staff Contracts & Negotiations, concerning contract performance reviews and issues which may affect or trigger variation in payments to medical staff.
8. Directs and oversees the set-up of vendor profiles for medical staff to facilitate their compensation, and liaises with MSP billing agencies to set-up fee code reporting, assignment of billings to PHC and revenue monitoring.
9. Develops, implements and evaluates medical staff compensation policies and procedures to ensure efficient transaction processing and to standardize practices and minimize future risks.
10. Leads the development of business cases and funding proposals to expand the budgets of the Medical Affairs operational cost centers; and supports the Manager, Medical Staff Contracts & Negotiations in the development of business cases, Alternative Payments Program funding proposals, and impact analyses concerning the expansion of existing or implementation of new clinical services.
11. Works in conjunction with Executive Director Medical Affairs to identify the financial management information technology needs, and directs and implements systems to introduce innovative and technological solutions to financial operations.
12. Identifies new initiatives, partnership opportunities and new developments, policies, procedures and internal controls through analysis, literature review, contact with peers at other organizations, industry advisor groups, professional associations and attendance at seminars, workshops and education programs. Where required, makes recommendations to Executive Director Medical Affairs for evaluation and/or approval.
13. Manages assigned staff, including recruitment, supervision, work assignment, performance management, professional development, and all aspects of discipline including termination. Coaches and mentors staff to develop the competencies required to support the administration of Medical Affairs’ budget and medical staff compensation services.
14. Fosters team spirit, trust and mutual respect.
15. Identifies development and training opportunities for staff, builds capabilities of the team and continually strives for optimal deployment of the talents within the team. Identifies process issues and develops and implements quality initiatives to improve the efficiency and effectiveness of the team.
16. Provides leadership to staff through coaching, modeling key behaviours, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues. Assists team members to define shared and individual short and long term goals, ensuring alignment of these goals with departmental goals and the vision, purpose and operating principles of PHC.
17. Provides project support to the Vice President, Medical Affairs, the Executive Director Medical Affairs and collaborates with the Manager, Medical Staff Contracts & Negotiations.
18. Participates as required on internal and external committees.
19. Performs other duties as required.
