The Project Controls Lead is responsible for the overall delivery of Project Controls; including Estimating, Cost Management, Planning and Scheduling, EPCM Control, Project Accounting, Trend and Change Management, Progress Measurement and Evaluation and Project Reporting. The Project Controls Lead assures PNR procedures and best practices are applied to the project, as appropriate, and recommends changes where required. Managing the Project Control resources allocated to the project by leading and directing sub-ordinates so that they are motivated and have access to the required resources in order to meet the work objectives set for them. Manage and mentor Project Controls team to ensure that staff has an understanding of what is expected of them and has the necessary skills to execute the requirements. Identification training and development requirements for staff and ensure skills development takes place.
Primary/Essential Responsibilities and Duties
- Overall responsibility for compliance of assigned projects with project controls standards - both from applicable contract documents and from PNR project controls policies/guidelines
- Participate in maintaining the company’s project cost /control systems
- Review proposal and estimating efforts to ensure continuity between project estimates and baselines
- Work with scheduler to Develop & maintain a detailed, resource-loaded schedule in P6
- Assist the project team in converting project bids to setting up the complete, accurate project baseline (budget, schedule), in JDE
- Review the project contract and ensure that all the contract conditions (invoicing, reporting, change management, etc.) are applied and fulfilled for project set-up, project tracking and reporting, and project closeout
- Monitor the project performance and ensure that all the project control system are properly implemented; responsible for detailed review & analysis of earned value and other key performance indices
- Generate all required project status reports for internal management and for the customer, including the overall project Dashboard, project performance report
- Administer & support change management for assigned projects, in compliance with contract conditions (subcontractor claims, change requests, dispute resolution, etc.)
- Review and analyze the cost & schedule reports with the project team, and suggest corrective actions to maintain reasonable performance/productivity; provide timely feedback to project managers with regards to activities trending away from the baseline or forecast
- Review and comment on project cash flows and forecasts
- Supervise and mentor junior Project Control team members
- Participate in internal management project status reporting meetings
- As required, produce custom reports from JDE/P6 request of customer or internal management
- Provide input on an ongoing basis for improvements/modifications to Aecon’s project controls policy & guidelines
Required Skills and Qualifications
- College and/or University degree in related field, OR applicable work experience
- 5-7 years of Project Controls experience working in construction industry, preferably in rail transportation industry;
- Applied knowledge of the “Earned Value” principles.
- Applied knowledge of Project Management and Project Controls principles, including experience with concepts of PMBOK
- Intermediate to advanced proficiency in Primavera P6
- Ability to produce read and manipulate schedules and scheduling curves/reports
- Applied knowledge of cost engineering/cost control;
- Good working knowledge of accounting systems, experience with JDE preferred, v. 8.10 or later;
- Advanced proficiency with Microsoft Excel
Physical Requirements and Working Conditions
- Flexible schedule as overtime may be required to meet project deadlines;
- Works in an office environment;
- Frequently sits for long periods of time;
- Frequently speaks, reads, writes and uses a computer keyboard;
- May require occasional standing, walking, lifting, stooping, or bending.
